Belonging to a poor household and being old and weak, Ms. Y Van in Dak Xieng village, Dak Ha commune, Tu Mo Rong district has lived in an old house of only about 30 square meters for many years because she could not afford to repair it. In 2023, she received a loan of 40 million VND from the Transaction Office of the Social Policy Bank of Tu Mo Rong district to repair her house. Now, the house has been repaired to be more spacious and comfortable, she and her children no longer worry when the rainy season comes.

Ms. Y Van shared: If I did not get the preferential loan, I would not have been able to build a house. The loan is paid back within 15 years, so poor households like me are very happy. Now I also encourage my children to work hard, produce and later have income to pay back the loan to the bank.

Implementing Decree 28 of the Government, up to now, Dak Ha commune has had 217 poor and near-poor ethnic minority households borrow capital, with an amount of more than 8 billion VND to cover the costs of building new, repairing and renovating houses.

Ms. Y Lich, Dak Xieng village, excitedly shared: Previously, the family of 6 had to live in a wooden house with an area of ​​over 30 square meters. When they were able to borrow 40 million, the family sold cassava for an additional 60 million to build a solid house, 60% larger. I used the old house as a kitchen, and we lived in the new house. With a new house, the family is very excited, the children have a proper place to study. In 2024, the family also escaped the list of poor households.

Mr. Duong Dang Khoa, Chairman of Dak Ha Commune People's Committee, said: In the past time, the local government has always coordinated well with the district Social Policy Bank in implementing Decree 28 of the Government. Up to now, 217 households have borrowed capital and combined with support from the National Target Program 1719, the households have built spacious houses, ensuring the 3-hard standards. The implementation of this policy not only helps households have solid houses, but also helps the commune complete the housing criteria in the national criteria set for new rural construction.

New houses built with loans under Decree 28 of the Government have changed the face of ethnic minority areas in Tu Mo Rong district.

Tu Mo Rong is a district 30a, with more than 95% of the population being Xo Dang ethnic people, people's lives are still difficult and the rate of temporary houses is relatively high. Therefore, Tu Mo Rong district determined to effectively implement Decree No. 28/ND-CP of the Government on preferential credit policy to implement the National Target Program 1719 to help poor and near-poor ethnic minority households have stable housing.

Tu Mo Rong District People's Committee has also directed the People's Committees of communes to focus on reviewing households in need of loans that are eligible for benefits under Decree 28 and make a list to send to the District Ethnic Affairs Department for appraisal and submission to the District People's Committee for approval. Regularly check and urge households that have borrowed money to build houses to comply with the loan purpose, ensuring the effective use of capital.

Mr. Truong Quang Tri, Director of the Transaction Office of the Social Policy Bank of Tu Mo Rong District, said: With the motto "No one is left behind", based on the decision to approve the list of poor and near-poor households eligible for policies of the District People's Committee, credit officers coordinate with the People's Committees of communes to go to each village and hamlet to help borrowers complete documents and disburse loans in a timely manner. Up to now, the total outstanding loan balance under Decree No. 28 is more than 49 billion VND, with 1,233 households receiving loans to build new and repair houses.

The housing support loan program under Decree No. 28 of the Government is a major policy with practical significance, demonstrating the deep concern of the Party, the State, local Party committees and authorities for ethnic minorities who are still facing many difficulties. The dream of having a new, spacious and solid house has come true.

Ms. Mai Thi Luan, Vice Chairman of the People's Committee of Dak Ro Ong Commune, said: Poor and near-poor households who are able to borrow capital under Decree No. 28 enjoy many incentives such as: Loan term of 15 years, loan amount is also higher than previous programs. Thereby, it has helped poor households in the commune build spacious houses, work with peace of mind, develop the economy , and gradually escape poverty.

1,233 houses of ethnic minorities in Tu Mo Rong district were newly built with funds from the National Target Program 1719 and Decree No. 28 of the Government, which is a vivid proof of a major policy with practical significance for poor ethnic minorities. "Settling down and working", poor ethnic minorities in Tu Mo Rong district are given more motivation in their journey to escape poverty, build a more prosperous and comfortable life on their homeland.
