The Provincial People's Committee requires resolutely combating illegal fishing.

The People's Committee of Ninh Binh province has just issued Document No. 225/UBND-VP3 dated October 1, 2025, requesting departments, branches and People's Committees of communes/wards with fishing vessels to continue to resolutely implement measures to combat illegal, unreported and unregulated (IUU) fishing.

This document is issued to implement the direction of Prime Minister Pham Minh Chinh in Notice No. 517/TB-VPCP dated September 26, 2025.

Accordingly, the Provincial People's Committee requests relevant units to focus on the following key tasks:

Resolutely prevent fishing vessels from violating IUU fishing, to avoid negative impacts on the common efforts to remove the EC's IUU "Yellow Card" warning. At the same time, it is necessary to promptly and thoroughly handle fishing vessels violating IUU fishing practices in accordance with regulations.

Strictly implement regulations on inspection and control through digital platforms on fishing vessels entering and leaving ports and entering and leaving ports through border stations. The collection of fishing logs, monitoring of unloading output through ports and tracing the origin of aquatic products exploited at fishing ports must also be strictly implemented. Continue to promote advocacy, propaganda and dissemination of legal regulations on fisheries, especially regulations against IUU fishing to coastal fishermen and relevant organizations and individuals.

The Department of Agriculture and Environment is assigned to preside over and coordinate with relevant departments, branches and units to: Urgently compile a list of fishing vessels that are not qualified to operate and coordinate with localities and functional forces to implement control measures, ensuring that these vessels are not allowed to participate in operations.

Strictly implement the reporting regime on the results of the implementation of the task of combating IUU fishing as required by the Ministry of Agriculture and Environment .

Timely advise the Provincial People's Committee to deploy and ensure the completion of anti-IUU fishing tasks in the province by October 2025.

The People's Committee of Ninh Binh province requested departments, branches, and People's Committees of communes/wards with fishing vessels to seriously implement the plan, contributing to the goal of removing the "Yellow Card" warning from the European Commission.
