Also in the area, there are large real estate projects of foreign investors such as Tokyu (Japan), Capitaland (Singapore)... Certainly, with the new expansion and inter-regional position, the direction of the decisions at this important congress will continue to be opened up, unlocking new resources for the locality and the city - the region in general.

Test 3 congresses in 3 key localities of Ho Chi Minh City to see the importance of prioritizing the reshaping of the new development space based on the inheritance of identity and "transformation" of new post-merger advantages. That new space includes administrative boundary space, economic space, cultural space, community space - new customs. On the basis of reshaping the space by integrating those 4 spatial dimensions into the new vision - development planning to determine the goals, viewpoints, tasks, and solutions for the new journey.

In a way, it is as if there is an extended form of “TOD” in the spatial development format of 168 wards and communes of Ho Chi Minh City - except for Con Dao special zone. Of course, it is not only the connection between the traffic - residential - service axis but also includes the original TOD axes and equivalent sets formed on new geographical - administrative space and non-territorial space through digital space.

People and businesses need time to get used to the new administrative space, sometimes with a new name and a much expanded historical range. Meanwhile, with practical requirements, the economic space must be approached and there must be immediate plans to adjust and develop to meet new conditions.

A viewpoint has just been put forward by the Department of Construction of Ho Chi Minh City: if the adjustment is only within the area of ​​communes and wards, the locality has full authority; if it is more than/farther than two communes and wards, it belongs to the department level. In reality, local, inter-local, even inter-provincial, and regional connectivity economic policies have been vague after many years of calling. But at this post-merger time, with the new administrative boundary space, the local areas can both apply the strategic foundation of "1 space - 3 areas - 1 special zone" and take advantage of their own advantages to plan and shape the development path.

Particularly with cultural space and new community space - customs, it is certainly both an adaptation of existing cultural space and traditional customs and a connection, interaction, and development on the basis of administrative - economic space to gradually shape new cultures - customs. Especially in the conditions of cultural development as an industry associated with tourism and indigenous people, it is more and more trying to accumulate unique identities, integrating "collections" (both content and form) of innovative and creative nature.

Of course, to concretize it into unique, highly competitive products is not easy, except for some specific localities such as Can Gio, Con Dao, Ho Tram...
