The Department of Education and Training of Thanh Hoa province has just sent a document to the Chairmen of the People's Committees of communes and wards; heads of affiliated units on rectifying the implementation of collection fees for the 2025-2026 school year.
The document stated that on September 9, the Department of Education and Training issued Official Dispatch No. 3279/SGDĐT-KHTC on instructions for implementing collections in public educational institutions, school year 2025-2026.
However, recently, according to the people's and the media's reflection, there are still a number of educational institutions that have not seriously complied with and properly implemented the directives and guidance documents of the Ministry, the province and the Department of Education and Training.
To rectify the above shortcomings, the Department of Education and Training strictly prohibits taking advantage of the name of the Parents' Representative Board to collect or assign the Parents' Representative Board to collect fees contrary to the provisions of Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training .
The mobilization, reception, management and use of grants and aid must comply with the provisions of Circular No. 16/2018/TT-BGDDT dated August 3, 2018 of the Ministry of Education and Training on funding for educational institutions in the national education system.
Heads of educational institutions must take full responsibility for all revenues and expenditures in the unit (including revenues from mass organizations and parent-teacher representative boards of each class). It is strictly forbidden to generate revenues that are contrary to regulations.
The Department of Education and Training requests the Chairmen of the People's Committees of communes and wards; heads of affiliated units to strengthen inspection, supervision and accountability to learners and society about revenues and expenditures in educational institutions in the area. Strictly handle the responsibilities of heads of schools and educational management agencies if there is over-collection or illegal collection. At the same time, implement publicity in accordance with the provisions of Circular No. 09/2024/TT-BGDDT dated June 3, 2024 of the Ministry of Education and Training.
Previously, as reported by GD&TĐ Newspaper, the Thanh Hoa Department of Education and Training issued a document providing detailed instructions on fees collected at public educational institutions across the province for the 2025-2026 school year.
In particular, the Department of Education and Training especially noted that every year, at the beginning of the school year, educational institutions establish an inspection committee, review and inventory kitchen utensils and personal belongings for boarding students. Determine the need for additional purchases during the school year and make a budget for purchases, discuss and agree with parents.
Based on the agreed purchasing budget, determine the collection level and negotiate with parents to ensure the collection level is appropriate for students entering the first level and students currently studying at the school.
For boarding meals, the school must agree with the Parents' Representative Committee on the collection level, collection method, and expenditure content (develop a specific plan) to ensure the principle of sufficient revenue to cover expenditure.
