Do not take advantage of the name of the Parents' Representative Committee to "overcharge".

On the afternoon of October 5, at the regular Government press conference, Permanent Deputy Minister of Education and Training Le Tan Dung informed about the problem of overcharging and collecting fees outside of regulations at many educational institutions.

Regarding the current situation of "overcharging" and "transforming" voluntary fees into mandatory fees, a representative of the Ministry of Education and Training assessed this as a burning issue, which has been directed by the Ministry and authorities at all levels to be corrected through many documents issued annually.

Emphasizing that there is still a situation of overcharging, a transformation from voluntary to compulsory, the representative of the Ministry of Education and Training said that the Ministry has 9 groups of solutions, both short-term and long-term.

Firstly, the Ministry has issued a document requesting all levels and sectors to strictly implement education policies; educational institutions strictly implement regulations on tuition fees, exemptions, reductions, and tuition support in accordance with Decree No. 238/2025/ND-CP of the Government regulating tuition fee policies, exemptions, reductions, and tuition support, support for learning costs, and service prices in the field of education and training.

Second, regulations on fees and services to support education and training activities must be decided by competent authorities. “This strictly prohibits educational institutions from setting fees that are contrary to the law and the regulations of competent authorities,” Mr. Le Tan Dung emphasized.

Third, the mobilization, management and use of resources must comply with the regulations of competent authorities.

Fourth, strictly implement regulations on public posting of information on prices of educational materials, equipment, and textbooks in the area to ensure transparency. This is a very important group of tasks for all parents and guardians of students to understand.

Fifth, through the monitoring of the Ministry of Education and Training, many localities have directed educational institutions in the area to strictly implement the regulations on revenue and expenditure in schools. First of all, units must comply with the list of revenues issued by the People's Council. At the same time, schools are absolutely not allowed to combine multiple revenues or collect in advance for many periods. In many places, this regulation has been stated very clearly.

In addition, educational institutions are not allowed to take advantage of the name of the Parents' Association to collect illegal fees. In reality, this phenomenon still occurs, so the fact that localities have recently strongly and resolutely implemented corrective measures is very welcome. Authorities at all levels, from the provincial to the communal level, have actively and synchronously participated.

Sixth, the Ministry of Education and Training will continue to review the system of legal documents to make appropriate adjustments and supplements, to ensure the legitimate rights and interests of learners, especially students and parents.

In the coming time, the Ministry will conduct a comprehensive review of the Law on Education, the Law on Higher Education, the Law on Vocational Education, and related decrees and circulars. The goal is to update and improve the legal framework, creating more favorable conditions for educational activities and management work.

The seventh task that the Ministry mentioned is to continue to strengthen inspection and supervision within the scope of its functions, tasks and powers. When violations are detected, the Ministry will strictly handle them according to the provisions of the law. Currently, specialized inspection has been transferred to the Government Inspectorate , therefore, the Ministry of Education and Training will focus on inspection, supervision and coordination in handling complaints and petitions, ensuring discipline and transparency in the field of education.

Regarding the eighth task, the Ministry also recommends that relevant agencies and units continue to closely coordinate in management work, in order to improve the effectiveness of policy implementation and maintain people's trust in the education sector.

In the ninth task group, the Ministry requested Party committees and local authorities, from the provincial to the communal level, to regularly organize inspections and direct timely correction of violations and shortcomings at educational institutions in the area. "Currently, the management decentralization mechanism has been clearly defined: Preschools, primary schools, and secondary schools are under the direct management authority of the communal level; high schools are under the responsibility of the Department of Education and Training," said Mr. Le Tan Dung.
