The Committee on Culture and Society gives opinions on 3 laws in the field of Education

GD&TĐ - On the morning of October 11, the National Assembly's Committee on Culture and Society gave opinions on three draft laws in the field of education.

This is the first working content of the third plenary session of the Committee on Culture and Society chaired by Chairman Nguyen Dac Vinh. On behalf of the Ministry of Education and Training , Deputy Minister Nguyen Van Phuc and leaders of a number of relevant departments and agencies attended the meeting.

Commenting on the three draft laws, Mr. Nguyen Dac Vinh emphasized the addition of vocational secondary schools to the national education system. He said that this is a new model based on practical requirements to create conditions for students after junior high school to have more choices, to continue studying the general secondary school program and to learn vocational skills.

Regarding the implementation of the goal of universalizing high school education, Chairman Nguyen Dac Vinh said that it is necessary to carefully set out the implementation time in the context of the number of high schools being much smaller than that of junior high schools; at the same time, survey and carefully evaluate the transition plan from junior high school to high school, as well as research policies on schools, classrooms, and teaching staff to meet the goal of universalizing high school education...

Regarding the implementation of unified use of a set of textbooks nationwide, according to Mr. Nguyen Dac Vinh, it is necessary to research and have a plan for the sets of textbooks that have been worked on by many teams of experts, educators, and teachers and still have great reference value.

At the meeting, delegates assessed that the three draft laws have basically and fully institutionalized the major policies of the Party and State on breakthroughs in education and training development, meeting the goals of human resource development in the new context.

Regarding the draft Law amending and supplementing a number of articles of the Law on Education, some opinions suggested continuing to review the provisions of the draft Law related to the content of decentralization and decentralization of state management in the field of education and training in accordance with fundamental changes in management thinking, administrative reform of two-level local governments, and restructuring the apparatus according to the Party's policy.

Regarding the draft Law on Higher Education (amended), it is recommended to carefully review Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development to fully institutionalize a number of policies and orientations related to the requirement of "ensuring the State plays a leading role, taking public investment as the leader, attracting social resources for comprehensive modernization of the national education system"; on focusing on investment in developing a number of high-quality health training facilities at the regional level.

Regarding the draft Law on Vocational Education (amended), it is necessary to continue updating and reviewing to institutionalize the Party's viewpoints, paying special attention to the four Resolutions of the Politburo on science and technology development; international integration; law making and enforcement; and private economic development related to vocational education activities to focus on quality; ensure fair policies and move towards modern education.

Speaking at the meeting, Deputy Minister Nguyen Van Phuc informed: The Ministry of Education and Training - the drafting agency - has researched, absorbed and fully explained the opinions of the National Assembly Standing Committee and the opinions of the reviewers during the process of amending and supplementing the Law on Education, the Law on Higher Education, the Law on Vocational Education; at the same time, researched and fully absorbed Conclusion No. 91-KL/TW of the Politburo, Resolution No. 71-NQ/TW and other important resolutions of the Party to institutionalize them into these three laws.

The spirit of decentralization, delegation of power and reform of administrative procedures, aiming to reduce cumbersome steps and procedures, is also fully demonstrated in the 3 laws. Along with that, the drafting agency has reviewed and ensured consistency and unity to overcome and resolve difficulties, obstacles and bottlenecks in education and training in the past time.

Content related to digital education, digital transformation, artificial intelligence (AI); important policies on tuition exemption and reduction, scholarships, and ensuring fairness in access to education are also reviewed and updated in this draft law.

Emphasizing some important new contents in the draft laws, the Deputy Minister mentioned the addition of vocational secondary school types; universal preschool education policy for 3-year-old, 4-year-old, 5-year-old children and the new preschool education program; building a unified set of textbooks; abolishing junior high school graduation certificates and assigning heads of educational institutions to confirm completion of junior high school programs; supplementing regulations related to specialized schools and gifted schools; no more school boards in public educational institutions; establishing a comprehensive autonomy mechanism for higher education institutions; digital education, open university education resources and artificial intelligence; quality assurance and quality accreditation for vocational education...

The Deputy Minister also shared and discussed the issues that delegates were interested in, including specific industries, whether universities are allowed to provide college training, issues of co-ownership, scholarships and credit policies for students, etc.

Thanking the delegates for their opinions at the meeting, the Deputy Minister said that the Drafting Committee will seriously study and absorb them to review and complete the dossiers of the three draft laws to be submitted to the National Assembly.
