On October 2, the leader of the Department of Education and Training of Ca Mau said that in order to strictly implement the collection of fees in public educational institutions, before the new school year, the Department issued Official Dispatch No. 2339 on strengthening the management and inspection of fees collected at the beginning of the 2025-2026 school year. However, through monitoring and feedback from parents, there are still some units and schools that have not implemented the regulations properly.
Specifically, according to Article 15 of Decree No. 238/2025/ND-CP, public educational institutions are not allowed to collect tuition fees for preschool children, primary school students and students of general education programs.
The leader of the Department of Education and Training of Ca Mau said that the Department is coordinating with relevant departments and branches to advise the Provincial People's Committee to submit to the Provincial People's Council to issue a Resolution on tuition fees for public preschool and general education; tuition support levels for children and students at private and non-public institutions; at the same time, specifying the fees, service fees to serve and support educational and training activities at public educational institutions in the province from the 2025-2026 school year onwards, in accordance with Decree 238/2025/ND-CP.

Regarding the collection of health insurance for students, public educational institutions in the province must develop a plan to promote and mobilize parents and students to make non-cash payments, ensuring 100% of students participate as prescribed. The collection of health insurance is carried out according to the instructions of the Social Insurance agency, and is divided into several installments (3 months, 6 months, 12 months) instead of collecting all at once, in order to reduce the financial burden and share difficulties with parents.
Regarding service revenues to serve and support educational activities in public educational institutions, the Department will have detailed instructions after the Provincial People's Council and People's Committee issue regulations on this content.
In the context of limited budget estimates that do not fully meet operating expenditure requirements, educational institutions are allowed to promote and mobilize funding to support the tasks of improving the quality of education. However, the mobilization must ensure compliance with regulations and the voluntary spirit of organizations and individuals.
Funding should not be considered a prerequisite for providing education and training services. Funding must be mobilized, managed and used in accordance with the principles of publicity, transparency and in accordance with the guidance of the Ministry of Education and Training.
The leaders of the Department of Education and Training of Ca Mau requested units and schools to strictly implement the public commitment to education and training quality, quality assurance conditions and financial revenue and expenditure according to Circular No. 09/2024 dated June 3, 2024 of the Ministry of Education and Training on public disclosure in the activities of educational institutions in the national education system.
Heads of educational institutions must be accountable to learners and society for the revenues and collection levels within their management scope; at the same time, absolutely not allowing "overcharging" to occur in the 2025-2026 school year.
