Sacks and plastic bags rolled up by floodwaters blocked the mouth of a manhole.

Because one side of the road adjacent to the median strip and the motorbike lane is filled with garbage and wastewater, cars do not dare to enter and instead congregate in the remaining two lanes.

In contrast to the opposite direction, the bridge towards Long Bien - inner city is being cleaned, garbage is collected and there is no flooding when it rains.

On May 20, speaking with Tien Phong reporter, a representative of the Hanoi City Traffic Construction Investment Project Management Board (Traffic Board - investor of Vinh Tuy Bridge project phase 2) said that the Board had reported to the Hanoi Department of Transport the cause of flooding on Vinh Tuy Bridge phase 2.

Specifically, a representative of the Hanoi Department of Transport said that the project was designed with a complete, technically correct and synchronous water collection and drainage system. However, because the project has not yet been handed over to the Hanoi Department of Transport, the management of infrastructure, sanitation, and garbage collection on the bridge surface has not been regular, so when it rains, garbage clogs the water collection and drainage system, leading to heavy rains and flooding.

Regarding the failure to hand over Vinh Tuy 2 Bridge, the representative of the Transport Department said that the project belongs to Group A and has many documents and procedures, so the handover to the Hanoi Department of Transport will take a long time. However, the Department is currently completing the final procedures so that in May 2024, the Department will coordinate with relevant units to hand over the project to the Hanoi Department of Transport.
