Autistic child suspected of being abused by nanny: Unlicensed facility will be dealt with

On the evening of March 1, the People's Committee of Son Tra District ( Da Nang City) announced that it had just received an initial report on a facility suspected of abusing autistic children.

Authorities went to the facility suspected of abusing autistic children to verify.

Through initial information verification, the childcare at the facility at 83 Ton Quang Phiet Street (An Hai Bac Ward, Son Tra District) was arbitrarily organized by Ms. Nguyen Thi Hau and hired a number of people to participate in childcare from February 20, 2024. The number of children fluctuated from 5 to 8 children/day (according to Ms. Hau).

At the time of inspection (March 1, 2024), Ms. Nguyen Thi Hau had stopped babysitting; could not present documents related to babysitting at address 83 Ton Quang Phiet Street.

Regarding the above address, on February 17, 2024, the People's Committee of An Hai Bac Ward discovered that the Cau Vong branch (under the Institute of Psychology - Special Education ) had erected a signboard. The forces of the People's Committee of An Hai Bac Ward requested to remove the signboard and provide documents related to licensing according to regulations before operating. At the time of discovering the signboard, the facility had not yet received children. By February 19, 2024, the facility had removed the signboard.

To date, this facility has not been licensed to establish and operate childcare.

Regarding Ms. Nguyen Thi Hau, on November 23, 2022, the People's Committee of Man Thai Ward (Son Tra District) received a report signed by the Institute of Psychology - Special Education Research on the scientific and technological activities of the Rainbow Special Education Center (according to Decision No. 23112022/02-QDCN) at 39 Nguyen Sang Street (Man Thai Ward, Son Tra District). Accordingly, the head of the Center is Ms. Hau. The field of activity is general psychology, specialized psychology, and specialized education for people with disabilities.

However, the Rainbow Special Education Center has not been in operation since November 2023.

Regarding the content reflecting the child abuse at 83 Ton Quang Phiet Street, Son Tra District Police Department initially conducted inspection and verification according to regulations.

Son Tra District People's Committee has requested An Hai Bac Ward People's Committee and Son Tra District Police to coordinate to urgently inspect and verify the admission of children at the above facility without legal documents as prescribed, as well as handle violations according to regulations.

In addition, the Department of Labor, War Invalids and Social Affairs, the District Health Department, and the People's Committee of An Hai Bac Ward were assigned to contact the family to provide medical support and childcare conditions for the cases involved in the incident.

In addition, the unit will review the responsibility in the management of the area that led to the above incident.
