
Through the supervision and field inspection work, comrade Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the People's Council of Hai Phong City concluded on the settlement of difficulties in granting certificates of land use rights, house ownership rights and other assets attached to land in Le Thanh Nghi and Thach Khoi wards as follows:
Removing obstacles in planning area of lane 22 Chuong Duong street
Regarding the reflection of households in lane 22 Chuong Duong street (Le Thanh Nghi ward) that have not been granted land use right certificates, through some reports, it is shown that the related area has a total of 131 plots of land. Of which, 59 plots have been granted certificates (from the time of the old Binh Han commune), 72 plots have not been granted land use right certificates because they have been planned as a concentrated administrative area of the old Hai Duong province.
Tran Phu Ward (old) has proposed to adjust the planning to become a residential area but has not been approved. Currently, this area is still under the cultural and sports land planning, located next to the Dong Xu Cultural Center yard, leading to problems in granting land use right certificates.
On May 16, comrade Tran Duc Thang, member of the Party Central Committee, former Secretary of the Hai Duong Provincial Party Committee (old) assigned the Hai Duong City People's Committee to preside over and coordinate with the Department of Agriculture and Environment and relevant agencies to review the entire case, advise on a handling plan, and report to the Standing Committee of the Provincial Party Committee before June 20. Up to now, the sectors have not implemented it.
The Chairman of the City People's Council requested the City People's Committee to direct the Department of Construction to preside with the People's Committee of Le Thanh Nghi Ward to review and adjust the zoning plan in the relevant area, as a legal basis for granting land use right certificates to people.
After the planning was approved, the People's Committee of Le Thanh Nghi ward guided households to prepare documents to issue "red books".
The City People's Committee needs to assign specialized agencies to research, advise, and report to competent authorities on the investment policy of the Hai Duong Province Concentrated Administrative Area project to have a legal basis for adjusting the zoning plan; at the same time, direct the Department of Agriculture and Environment and the Land Registration Office to coordinate with the People's Committee of Le Thanh Nghi Ward to handle the dossier for granting land use right certificates.
Public planning, speeding up the progress of granting "red books" on Le Thanh Nghi street
Regarding the implementation of the T2 canal project in Le Thanh Nghi ward, the T2 canal section from house number 174 to number 236 Le Thanh Nghi street is planned as green land according to Decision No. 1467/QD-UBND of Hai Duong Provincial People's Committee dated June 27, 2012.
Up to now, the T2 canal and residential land of the above households have been adjusted by the People's Committee of the former Hai Duong province to be used as residential land according to Decision No. 2061/QD-UBND dated June 18.
The Chairman of the City People's Council proposed that the City People's Committee direct the Department of Construction, the Project Management Board and the People's Committee of Le Thanh Nghi Ward to synchronously deploy propaganda, information and publicity work on planning, carry out planning markers and assign the People's Committee of Le Thanh Nghi Ward to preside with relevant agencies to review and prepare documents to grant certificates of land use rights, house ownership rights and other assets attached to land to households.
Granting "red books" for the new urban area in the South of Hai Duong city as committed
With the voters' petition on granting land use right certificates to some households in Nghien Phan residential group (Thach Khoi ward), some households bought land from 2013 - 2014 in the new urban area in the South of Hai Duong city invested by Thanh Dong Real Estate Joint Stock Company but have not yet been granted land use right certificates.
Households that have not been able to build houses have to rent rooms at a cost of 3.5 - 4 million VND/month. Area D of the project has not been granted a land use right certificate due to problems in site clearance, and most of the area will be basically handed over by 2023.
In May 2025, the Hai Duong Department of Construction accepted the technical infrastructure of Area D and confirmed that it was eligible for transfer. Only then would it be eligible to issue a certificate of land use rights, house ownership rights and other assets attached to the land to the transferee.
Thanh Dong Real Estate JSC has completed the land plot extract and committed to transferring it to the Hai Phong City Land Registration Office before September 15 to proceed with issuing land use right certificates to the remaining households.
The Chairman of the City People's Council requested the City People's Committee to direct the Department of Agriculture and Environment and the City Land Registration Office to closely coordinate with Thanh Dong Real Estate JSC in reviewing legal documents, speeding up the procedures for granting land use right certificates to households, ensuring compliance with legal regulations.
Leaders of Thanh Dong Real Estate Joint Stock Company coordinated with the Ward People's Committee to strengthen explanations and information to households in Nghien Phan residential group about the reasons leading to the delay in granting land use right certificates; at the same time, proactively coordinated and promptly carried out the granting of land use right certificates to households according to the committed schedule.
Complete the lighting system of National Highway 37 this year
Regarding the reflection on the lighting system of National Highway 37, through monitoring, it shows that the section from Hui market to Gia Loc border is about 2.5 km long, passing through a densely populated residential area with a large traffic volume, has not been installed with a lighting system, posing a potential risk to traffic safety.
To overcome this problem, the People's Committee of Thach Khoi Ward has approved the investment policy using the ward's budget and has prepared a design plan to send to the Department of Construction. After the Department approves the plan, the People's Committee of the Ward will select a contractor and install the lighting system, completing and putting it into use in December.
The Chairman of the City People's Council requested the City People's Committee to direct the People's Committee of Thach Khoi Ward and the Department of Construction to urgently install a lighting system this year to ensure traffic safety, improve the urban landscape and meet the legitimate needs of the people on schedule.
Relocating items that pose a safety risk to people
Also through supervision and field inspection, the Chairman of the City People's Council directed the relocation of items that pose a safety risk to people of the Viglacera brick factory out of the residential area.
The Chairman of the Hai Phong City People's Council proposed that the City People's Committee establish an interdisciplinary inspection team to inspect and review the overall investment, planning, land use management, environmental protection work; technological lines, production, waste treatment arising from the production process, other environmental treatment equipment, especially sources of gas emissions, dust, noise... At the same time, there should be solutions to immediately relocate compressed air systems, tanks, and oil tanks that pose a risk of fire and explosion, causing danger to people's lives.
Based on the review results, the company is required to install an environmental monitoring system that transmits to the Environmental Monitoring Data Integration Center under the Department of Agriculture and Environment for 24/7 monitoring, and publicize the data on the company's portal screen for people to monitor and supervise.
The City People's Committee directs the serious implementation of Decision No. 721/QD-UBND dated February 22, 2006 of the Chairman of the Hai Duong Provincial People's Committee and documents of the Hai Duong Provincial People's Committee on relocating production facilities out of residential areas.
The Chairman of the City People's Council assigned the Legal Committee and delegation group No. 19 of the City People's Council to coordinate with the Department of Agriculture and Environment and the People's Committee of Le Thanh Nghi ward to regularly monitor the compliance with environmental protection laws of enterprises.
