To effectively carry out storm prevention and control work, the functional forces of O Dien commune have reminded and requested households engaged in river transport business, such as barge, ship, boat owners; owners of pig rafts, fish rafts... to anchor their vehicles safely; the commune has also propagated for households living and fishing on the river to evacuate to shore to avoid the storm; sent notices to ferry owners in the area requesting not to transport passengers during the storm.

The Commune Military Command has directed the dike guard force to be on duty 24/7 at the dike guard posts; to take inventory and prepare all means and materials for flood and storm prevention, rescue and search and rescue work; and to purchase additional tree cutting knives, boots, helmets, raincoats, 20 hand saws, and to borrow 10 chainsaws, hoes, and shovels, ensuring the 4-on-the-spot motto for natural disaster prevention, search and rescue work.

The Commune Military Command has deployed a permanent militia platoon of 18 comrades and 59 comrades as village team cadres; heads of villages, residential clusters, and residential groups to be on duty to prevent and fight floods and storms in villages, residential clusters, residential groups, and the headquarters of the Commune Military Command, ready to carry out tasks when a situation arises.

As of 8:45 a.m. on July 22, the Commune Military Command mobilized 20 militiamen to regularly patrol and remind the people. Previously, on July 21, the Party Committee of O Dien commune issued Official Dispatch No. 25-CV/DU on "Focusing on responding to storm No. 3 in the commune".
