Van Phu - Deo Ca Joint Venture reports to Hanoi on overall strategic orientation for the development of the "Red River Landscape Axis"

Recently, at the headquarters of the Hanoi People's Committee, under the chairmanship of Vice Chairman of the Hanoi People's Committee Duong Duc Tuan and the participation of leaders of departments, branches and local authorities, the Van Phu - Deo Ca joint venture made the second report on the overall strategic orientation for the development of the "Red River Landscape Axis".

Proactively approach and take concrete actions

Implementing the direction of the City People's Committee in Notice No. 435/TB-VP dated July 17, 2025 and Notice No. 559/TB-VP dated September 5, 2025 on the implementation of the "Red River Landscape Axis" Project, the consortium of Van Phu Real Estate Development Joint Stock Company and Deo Ca Group Joint Stock Company has been assigned the task of researching and making a master plan for the project.

Immediately after receiving the assignment, with the recognition that this is a large-scale, complex and interdisciplinary project, the Joint Venture has implemented a series of in-depth research and workshop activities with leading experts as well as surveying and learning experiences. In August 2025, Van Phu and Deo Ca organized a field survey program in Chongqing (China) for the second time to visit typical riverside infrastructure projects, and mobilized a team of domestic and international consultants to participate in project research.

Ms. Nguyen Dieu Tu - Vice President of Van Phu Real Estate Development Joint Stock Company, together with leaders of the Hanoi Institute of Construction Planning and senior irrigation experts, worked with the Chongqing Urban Design Institute in China in August 2025.

After just over three months since being assigned the task, the Joint Venture has demonstrated a serious, urgent and positive working spirit. The research - survey - design stages were implemented in parallel and at the same time, with the focus on researching the orientation of the overall planning of the Red River landscape axis.

At this second reporting conference, the representative of the Consulting Consortium - Mr. So Long Phi, Senior Planning Expert (Urban Planning Committee of Chongqing City, Urban Development Association of Chongqing City) and Master. Architect Sam Minh Tuan, Deputy Director of the Institute of Urban Design Research - Institute of Urban and Rural Planning ( Ministry of Construction ) - presented the detailed research content.

During this process, the consulting team compared the characteristics of 22 typical riverside cities in the world such as Hudson (New York), Thames (London), Seine (Paris), Huangpu (Shanghai), Pearl River (Guangzhou), Wuhan, Chongqing... to draw international lessons and propose development orientations suitable for the Red River.

The strategic vision is clearly defined: Making the Red River the axis of convergence of the thousand-year-old quintessence of Thang Long - Hanoi; Being the driving force of the creative economy and unique urban space; Being the destination of global knowledge and sustainable development resources.

Overall perspective of "Red River landscape axis"

To realize this vision, a detailed strategic goal has been set through three urban upgrading phases: forming the Central Green Space Axis of the Capital; developing the Riverside Cultural and Creative Zone; and building a world-class Riverside Urban Demonstration Zone.

Based on that long-term vision, an overall Strategic Framework has been developed to simultaneously address six key groups of issues.

Comprehensive strategic solutions: Safety - Ecology - Transportation - Function - Economy - Culture

Specifically, in terms of safety, the goal is to create a riverside city that develops in harmony with water; in terms of ecology, towards a green and sustainable riverside living environment; in terms of transportation, to build a comprehensive connection system; in terms of function, to ensure a harmonious combination of common living functions and realize the value of urban riverside areas; in terms of economy, to create a sustainable development framework for investment; in terms of culture and civilization, to create public spaces and landscapes that are indigenous and close to the people.

From these six core orientations, four key strategic groups with 12 specific solutions have been proposed.

The Sustainable Safety Strategy Group focuses on flexibly combining “hard - soft - smart” solutions to form a multi-layered flood protection system, segmenting defenses and using hierarchy to create resilient riverside spaces, as well as designing flood protection works that integrate green elements.

The High Performance - Seamless Strategy Group focuses on improving riverside accessibility through multi-layered transport connections, separating fast and slow traffic flows to improve overall efficiency and diversify transport modes.

The Product Vitality Strategy Group aims to integrate functional zones to improve riverside spaces. Promote sustainable development through circular and modular approaches. At the same time, address infrastructure gaps to improve the quality of living environment.

Finally, the Cultural Development Strategy Group focuses on tracing the origin of the “Mother River”, exploiting the historical and cultural resources of the Red River, promoting cultural tourism, increasing tourism consumption and reshaping the image of Hanoi as a city of international cultural exchange.

Spatial organization and modern traffic infrastructure system

In parallel with development strategies, the orientation of riverside space organization is designed in a multi-layered - multi-functional structure based on the natural terrain elevation. In which, the high terrace is planned for urban works; the intermediate terrace becomes a flexible multi-functional space such as a park, semi-flooded landscape; and the low terrace forms a flooded ecological park - where nature and urban areas intersect.

Along with that is the planning of a modern transport system with a multi-layered - multi-modal network including roads, railways, monorails and waterways, connecting vertically and horizontally across rivers, separating fast and slow flows to improve accessibility, while closely linking with urban functional areas and reconstructed residential spaces.

In terms of overall structure, the entire route will form three large functional areas, including 8 park clusters and many central cores. Planning items are integrated and specified in the process of implementing key projects, including construction works, landscape items and cultural and festival activities.

In particular, the Joint Venture proposed iconic architectural works that will be the highlight to identify the Red River space in the future such as: World Great River Civilization Exchange Center; Red River Historical and Cultural Memory Museum; Contemporary Art Museum; Long Bien Bridge Museum - Sports Center; Creative Core - International Trade Center; Tourist Service Center; Ecological and Scientific Exhibition House; High-rise Building Area or Traditional Village Art Museum, etc.

Indigenous and people-friendly public spaces

The joint venture strives to start the project in the first quarter of 2026.

The conference on September 26 received the direction of the Committee's leadership as well as comments from departments, branches and local authorities on the strategic direction of the project. This is the key basis for the Joint Venture to continue the next steps, including:

Complete the proposal documents and Feasibility Study Report for submission to the City People's Committee for approval.

Determining the plan and project commencement area on January 1, 2026, demonstrates a strong determination to put this key project into practice as soon as possible.

The event of Hanoi listening to the second report on the overall strategy for developing the “Red River Landscape Boulevard” not only marked an important step forward in the implementation process, but also affirmed the consensus and determination of the City and the Investor Consortium in creating a modern and sustainable “Red River Boulevard”, opening up a new development space for the capital Hanoi in the 21st century.

The “Red River Scenic Boulevard” project is expected to create a “strategic backbone”, connecting traffic – urban – culture – ecology, reviving the entire riverside space. This will also be a place where people can approach the river in a close, safe and inspiring way – creating the largest public space in Hanoi in the future.

When completed, this project will establish a new landscape and economic axis, reshaping the urban space of the capital. This is a concrete demonstration of the spirit of innovation and development aspirations of Hanoi and the country. More importantly, the project is meant to welcome the 14th National Congress of the Party, directly contributing to realizing the strategic goal according to the Party's direction: making Vietnam a powerful, prosperous and happy country by 2045.
