On the afternoon of August 24, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in August 2023 to discuss the following draft laws: Law on the Capital (amended); Law on Road Traffic Order and Safety; Law on Roads; Law on National Defense Industry, Security and Industrial Mobilization.

It is expected that the Government will submit these draft laws to the National Assembly at the 6th session (October 2023).

Regarding the draft Law on the Capital (amended) chaired by the Ministry of Justice , the Prime Minister and delegates said that it is necessary to stipulate a special mechanism to meet the development requirements of the Capital.

At the same time, regulations need to be practical, flexible, not rigid, easy to implement, minimize administrative procedures and intermediaries, promote digital transformation, and avoid inconvenience for people and businesses.

The Prime Minister emphasized the need for a comprehensive review to continue institutionalizing, realizing, and concretizing resolutions, policies, and directions of the Party and resolutions of the National Assembly related to the capital Hanoi, especially Resolution No. 15 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045...

Regarding the draft Law on Road Traffic Order and Safety (chaired by the Ministry of Public Security) and the draft Law on Roads (chaired by the Ministry of Transport), these are two draft laws separated from the 2008 Law on Road Traffic.

Basically agreeing with the content of the draft Law after receiving opinions from agencies and on the basis of the conclusion of the National Assembly Standing Committee, the Prime Minister requested the two Ministries to continue to coordinate in reviewing and defining more clearly the scope of regulation and state management content in the two draft Laws to ensure clear responsibilities, consistent with the functions and tasks of the agencies, without overlapping, duplication or vacancy; and to resolve difficulties and shortcomings in practice.

Regarding the Road Law project, the Prime Minister assigned the Ministry of Transport to coordinate with relevant agencies to continue researching and perfecting regulations related to investment, construction, operation, exploitation and maintenance of national highways and expressways.

The Ministry of Transport closely coordinates with the Ministry of Planning and Investment and agencies of the National Assembly in completing the draft Resolution of the National Assembly on piloting a number of policy mechanisms to remove obstacles stipulated in a number of laws related to investment in road construction and research on the development of a Law amending and supplementing relevant laws to synchronously handle obstacles and shortcomings in the mechanism for investment and construction of road works.

Regarding the draft Law on Defense Industry, Security and Industrial Mobilization (chaired by the Ministry of National Defense), the Prime Minister emphasized the need to mobilize resources to modernize the defense and security industry.

In conclusion, the Prime Minister continued to emphasize the need to implement the Party's 13th National Congress guidelines on three strategic breakthroughs, including the breakthrough in building and perfecting institutions. Over the past time, the Government, ministries and branches have resolutely carried out this task and achieved positive results.

Regarding the innovation of the submission method of ministries and branches, the Prime Minister requested that through reviewing and summarizing, the submission of projects and proposals for law making must ensure: Clarifying inherited regulations, keeping them as they are (still valid and suitable); clarifying regulations that need to be eliminated; clarifying regulations that need to be amended, supplemented, or newly issued (as required by practice, ensuring the consistency of the law, implementing new policies of the Party).

Regarding the report on cutting and simplifying administrative procedures, it is necessary to clarify which procedures have been cut and simplified, and which procedures have been newly amended, supplemented, or issued. There must be specific reasons and assessments.

Regarding the issue of resource reduction, increase and resource mobilization, it is necessary to clearly analyze what resources are appropriate, in accordance with the law and in accordance with the Party's policies. With the instructions of the Party and State leaders, the Prime Minister requested that the agencies seriously absorb and explain.

Strengthen decentralization, individualize responsibilities along with resource allocation, improve the implementation capacity of officials and step up inspection and supervision; prevent corruption and waste.

The Prime Minister emphasized that in the coming time, the tasks of institution building are still numerous and heavy, and agencies need to review assigned tasks to ensure progress and improve the quality of institution building and completion .
