NEW TERM PERSONNEL FATHER
Speaking at the preparatory session yesterday (October 13), Secretary of the Party Central Committee and Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the congress is a political event of great significance to the Party Committee, government and people of Ho Chi Minh City, attracting the attention of agencies, organizations and people of all walks of life not only in the city but also in the whole country.
The Ho Chi Minh City Party Congress will carry out two contents, including summarizing the implementation of the congress resolution for the 2020-2025 term, determining the directions, goals, tasks, and solutions for the 2025-2030 term; discussing and contributing opinions on the draft documents of the 14th Party Congress. In the opening session on the morning of October 14, the organizing committee will announce the decision of the Politburo and the Secretariat on the appointment of the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretaries, the Inspection Committee, the Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee, term I, term 2025-2030, and the personnel of the Ho Chi Minh City delegation to attend the 14th National Congress of the Party.

Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the congress has a major reform in thinking and awareness in thoroughly applying technology to save time and costs. The organizing committee did not distribute documents, the entire content and program of the congress were uploaded to the digital congress software. Regarding the documents submitted to the congress, the Secretary of the Ho Chi Minh City Party Committee assessed that the documents were built according to a methodical, serious, elaborate, and scientific process, had been widely discussed and commented on by organizations, and were discussed and commented on comprehensively and deeply by the Politburo.
Secretary Tran Luu Quang shared that at the Politburo's working session with the Standing Committee of the Ho Chi Minh City Party Committee, General Secretary To Lam directed Ho Chi Minh City to successfully organize the congress in a substantive manner, the Ho Chi Minh City Party Committee must take the lead, be exemplary, and set an example for other localities in all aspects; build the city named after Uncle Ho as a typical socialist city of Vietnam. In the preparatory session, delegates agreed on the list of 11 members of the congress Presidium, approved by the congress Secretariat and the Delegate Qualification Examination Committee.

TECHNOLOGY BREAKTHROUGH, SUSTAINABLE DEVELOPMENT
In the draft political report, Ho Chi Minh City identified a system of 30 main targets of the congress in 5 groups of fields: economy, society, urban and environment, national defense - security and Party building. Some important targets include an average GRDP growth rate of 10 - 11%/year, GRDP per capita in 2030 of about 14,000 - 15,000 USD, the contribution of total factor productivity to GRDP growth reaching 60%, digital economy accounting for 30 - 40%/GRDP. By 2030, there will be 35.1 hospital beds/10,000 people, 21 doctors/10,000 people, at least 300 classrooms/10,000 people of school age, no more poor households according to Ho Chi Minh City's poverty standards, 199,400 more social housing apartments will be built, 20,000 houses on and along canals and ditches will be relocated...

The Department of Science and Technology said that to build a digital economy and promote productivity of synthetic factors, Ho Chi Minh City will focus on three key breakthrough solutions, creating a comprehensive ecosystem for sustainable development. In terms of mechanisms and policies, the focus is on establishing international standard testing zones (sandboxes) with specific mechanisms to attract strategic investors in the high-tech sector. At the same time, Ho Chi Minh City will promote public-private and public-public partnership models to mobilize maximum resources for science and technology.
The second breakthrough solution focuses on strategic technology and innovation ecosystem, prioritizing the development of strong technologies such as artificial intelligence (AI), blockchain, semiconductor chips, accelerating the formation of large data centers, and establishing a new model startup support fund.
Regarding digital governance and digital human resources, the Department of Science and Technology said it will complete a shared data platform, taking data as the core to promote digital government. At the same time, Ho Chi Minh City will implement programs to develop high-tech human resources, attracting international experts to work.
Congress supports people to overcome the consequences of storms and floods
On the morning of October 13, the delegation attending the Ho Chi Minh City Party Congress visited the Ho Chi Minh City Martyrs Cemetery (Long Binh Ward) and offered flowers at the statue of President Ho Chi Minh (Saigon Ward).
During the preparatory session, delegates actively supported people in overcoming the consequences of storms and floods in the Northern and North Central provinces. The Congress did not accept gifts and congratulatory flowers from agencies, organizations and individuals.
As of October 12, the Vietnam Fatherland Front Committee of Ho Chi Minh City said it had received 9,767 donations with a total budget of nearly 76 billion VND. From the donations, the Ho Chi Minh City Relief Mobilization Committee has provided more than 67 billion VND in support to affected provinces such as Nghe An, Ha Tinh, Thai Nguyen, Bac Ninh, Cao Bang, etc.
Many heartfelt comments sent to the 14th National Party Congress
In the preparatory session, Mr. Duong Anh Duc, Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee, presented a summary report summarizing comments on the draft documents submitted to the 14th National Party Congress.
Regarding the draft political report, Mr. Duc said that the majority of opinions expressed high consensus on the Central Committee's integration of the content of three documents including the political report, the socio-economic report, and the Party building summary report, and said that this is a new, breakthrough way of thinking, demonstrating a creative approach.
Regarding the country's development orientations for the period 2026 - 2030, many opinions proposed adjusting and supplementing a number of important areas that require the leading role of the state economic sector, other areas need to create development space for the private economic sector. There were opinions suggesting adding content on building Vietnamese people into global citizens; emphasizing the Party's absolute leadership over the army and police; building a modern army and police by 2030.
Many opinions believe that there needs to be a breakthrough solution for digital transformation in Party building and the political system, identifying digital transformation as an important tool for socio-political organizations to improve the effectiveness of monitoring, receiving feedback and policy suggestions.
