Ho Chi Minh City: Re-architecting development space according to multipolar-integrated-hyperconnected thinking

At the opening session of the 1st Ho Chi Minh City Party Congress on the morning of October 14, Comrade Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, briefly presented the Draft Political Report of the Congress, emphasizing the city's development orientation in the 2025-2030 period.

According to comrade Nguyen Van Duoc, Ho Chi Minh City orients the main targets for the period 2025-2030, including 30 main targets: The economic target group includes 6 targets (corresponding to 8 component targets); the social target group includes 9 targets (corresponding to 16 component targets); the urban and environmental target group includes 5 targets (corresponding to 7 component targets); the national defense and security target group includes 4 targets (corresponding to 6 component targets) and the Party building target group includes 6 targets (corresponding to 9 component targets).

The political report also proposed three strategic breakthroughs. Specifically, in terms of policies and institutions, the city will focus on removing and thoroughly handling difficulties and problems that remain with projects, works, and land; and focus on proposing the Central Government to adjust, amend, and effectively implement Resolution No. 98/2023/QH15 of the National Assembly.

The city also piloted a model of urban autonomy within the city after implementing a two-tier government.

Regarding infrastructure development, in the next 5 years, Ho Chi Minh City will promote regional connectivity through the external transport system; develop the urban railway system and seaport system; upgrade and expand Con Dao airport; dredge and renovate the canal, river and stream systems.

In addition, the city focuses on renovating houses along canals and old apartment buildings, developing social housing; promoting smart traffic systems, green traffic, and solutions to sustainably protect the environment.

Regarding human resource development, the city will comprehensively and substantially innovate the education and training system; implement specific mechanisms and policies on training, attracting, rewarding and retaining talents in key areas. In addition, the city will build a training-research-startup ecosystem; build a public service KPI system as a basis for selecting talents for the apparatus, responding to new development situations.

Comrade Nguyen Van Duoc said that to implement the above 3 programs, the political report sets out 10 groups of key tasks and solutions.

The city will innovate its growth model and restructure its economy towards taking science, technology and innovation as the main driving force; promote digital transformation and comprehensive green transformation; develop a knowledge-based and creative economy capable of participating in the global value chain.

The city is re-architecting its development space according to a multi-polar, integrated, and hyper-connected mindset; mobilizing all investment resources to build a synchronous, civilized, and modern city infrastructure system.

Accordingly, Ho Chi Minh City is oriented to form "3 regions - 1 special zone - 3 corridors - 5 pillars"; in which 3 regions include Binh Duong region (old) as the capital of high-tech industrial development; Ba Ria-Vung Tau region (old) develops marine economy, sea tourism, clean energy, logistics; Ho Chi Minh City central region (old) develops high technology, services, international finance, is the core urban area.

The city forms 3 corridors including: North-South corridor along the Saigon River towards the sea; Eastern corridor connecting Ba Ria-Vung Tau-Can Gio area; East-West corridor connecting Dong Nai-Tay Ninh through National Highway 1A and Trans-Asia Highway.

Along with that, the city will shape 5 pillars including: High-tech industry; logistics associated with seaports, airports, free trade zones; International Financial Center in Ho Chi Minh City; tourism and cultural industry; education, healthcare, science and technology.

According to comrade Nguyen Van Duoc, the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030, with the slogan of action "Solidarity-Democracy-Discipline-Breakthrough-Creativity", called on the entire Party, people and army of the city to promote revolutionary traditions, dare to think extraordinary things, dare to speak sincere words, dare to do breakthroughs, dare to take responsibility for the common development; strive to successfully complete the set goals and tasks.

Under the leadership of the Party Executive Committee, Ho Chi Minh City is determined to realize the aspiration of building a prosperous, civilized, modern, happy and compassionate Ho Chi Minh City, together with the whole country, to progress rapidly and strongly in the era of national growth.
