The Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to focus on completing and building a specific roadmap, preparing conditions for effective implementation of the Law on Road Traffic Order and Safety, the Road Law and detailed documents guiding the implementation of the Law to be implemented uniformly and synchronously from January 1, 2025.

The Prime Minister requested the Ministry of Public Security to direct the Public Security of units and localities to strengthen propaganda and dissemination of legal education on order and traffic safety in educational institutions.

Launch specialized patrols to promptly detect and strictly handle violations that pose a risk of causing accidents to school-age children according to the law.

Closely coordinate with the education and training sector, local authorities, and educational institutions to manage, deter, educate, and prevent violations by students; research, review, and supplement regulations on the responsibilities of families and schools in managing and educating students to use motorbikes safely in accordance with the law.

Review black spots and potential traffic accident spots

Assigning tasks to the Ministry of Transport, the Prime Minister requested to step up the implementation of the construction of a synchronous transport infrastructure system with a number of modern works; speed up the progress of transport infrastructure projects, especially key projects in the transport sector.

Continue to review "black spots", potential traffic accident spots and unreasonable traffic organization nationwide to propose solutions, plans and roadmaps to overcome them.

Review and handle the responsibilities of units that have been repeatedly recommended but have been slow to fix "black spots" and potential spots that cause traffic jams and very serious, especially serious traffic accidents.

Continue to rectify and improve the quality of training, testing, and issuing of driving licenses; review and improve standards and conditions of facilities for driving training facilities. Improve the quality of vehicle registration and inspection.
