Strategic cooperation to put AI into practice
According to the World AI Index Survey 2025, Vietnam currently ranks 6th out of 40 countries in terms of readiness and application of artificial intelligence (AI) – among the top 10 countries globally. The national AI strategy aims to create 5 regional AI brands by 2030.
To realize this goal, Vietnam is simultaneously promoting the domestic legal framework and expanding international cooperation. In recent times, many strategic policies have been issued.
Notably, at the upcoming 10th session, the Government plans to submit to the National Assembly for approval a specialized law on AI, creating a legal corridor for a new development stage.
Along with that are digital human resource training programs, building a team of high-quality engineers and technology experts, as well as the "Digital Literacy for All" movement to popularize digital and AI skills for all people.
In the direction of global cooperation, Vietnam pays special attention to joining hands with the world's leading technology corporations such as NVIDIA to promote AI infrastructure and applications.
NVIDIA has accompanied GreenNode - a member of VNG Group to launch AI Cloud infrastructure in Bangkok in June 2024, one of the first large-scale AI Cloud infrastructures in Southeast Asia.
This is considered an important preparatory step for the region, including Vietnam, to be ready for the AI application boom.
The Ministry of Finance has also assigned the National Innovation Center (NIC) to act as the focal point, coordinating with NVIDIA to promote research and development infrastructure; AI startup ecosystem; Requesting NVIDIA to prioritize supporting Vietnamese students, engineers, and scientists to access the NVIDIA AI Academy Program through the Jensen Huang Scholarship Fund.
All these efforts, from perfecting the legal corridor to investing in strategic infrastructure and training human resources, show Vietnam's synchronous preparation and high determination to turn AI applications into practical growth drivers.
AI autonomy in the national digital transformation process
Along with infrastructure investment and expanding international cooperation, developing sovereign AI is a consistent strategic goal that Vietnam is aiming for.
During a working session with NVIDIA on September 23 in Ho Chi Minh City, Deputy Prime Minister Nguyen Chi Dung asked NVIDIA to support Vietnam in developing sovereign AI, coordinate with domestic partners to apply AI in all economic sectors, and build national AI solutions.
Building sovereign AI is particularly important, experts say, not only to help a country protect sensitive data and maintain digital security, but also to ensure that core technologies are developed in accordance with local language, culture and needs.
A sovereign AI ecosystem also contributes to reducing dependence on external resources, while creating a foundation for domestic enterprises to develop and compete in the international market.
However, Vietnam still lacks large language models (LLMs) specialized in Vietnamese, as well as developed by Vietnamese people.
Many Vietnamese technology companies have begun to choose the direction of refining open-source LLM models to both optimize costs and increase system control.
Recently, at the NVIDIA AI Day Ho Chi Minh City event (September 23), GreenNode launched GreenMind, the first open-source LLM inference model specialized for Vietnamese.
This is a leading event organized by NVIDIA, bringing together more than 1,000 AI experts and large technology enterprises, to promote research, development and application of artificial intelligence.
At the time of launch, GreenMind was integrated on NVIDIA NIM - a platform that gathers internationally-standard AI models for businesses, after only 6 months of improvement and testing.
Mr. Vu Thanh Tung, GreenNode Product Director, said: “NVIDIA NIM is a globally reputable platform, with strict standards and high reliability. GreenMind appearing on NIM is both a demonstration of technology and a declaration that Vietnamese AI is capable of participating in the global ecosystem.”

Not only GreenMind, we believe that with the potential and high-quality human resources in Vietnam, in the coming time there will be more 'Made in Vietnam' models with breakthrough marks and widely recognized in the region, Mr. Vu Thanh Tung emphasized.
To be present on NIM, LLMs like GreenMind had to pass a rigorous assessment process: from detailed reports on architecture, data, training and tuning methods, to international performance testing and NVIDIA's independent evaluation round, shared Mr. Vo Trong Thu, Head of AI Lab GreenNode.
From a product perspective, GreenMind is designed with 14 billion parameters, multi-step reasoning capabilities and a database of more than 55,000 Vietnamese samples, showing that domestically developed technology can fully meet global standards.
Through a self-improving data loop mechanism incorporating the human element, GreenMind is able to self-reflect on each step of reasoning and self-improve the results.
Thanks to this feature, models like GreenMind are suitable for Vietnamese businesses to integrate into AI assistants, contextually interactive chatbots, in-depth document search and mining systems, as well as applications that require complex reasoning in Vietnamese such as logic, mathematics and situational analysis.
GreenNode was honored as “Outstanding AI Enterprise” at the AI Awards 2025. In addition, the VNG Cloud AI Stack solution also received the “Outstanding AI Solution” award thanks to its ability to help Vietnamese businesses effectively exploit the power of AI without large investments in infrastructure or technical staff.
