General Secretary: Ministry of Public Security speeds up construction of national cyber defense system

The Party Central Office - Standing Agency of the Central Steering Committee on Science , Technology Development, Innovation and Digital Transformation (Steering Committee) has just announced the conclusion of General Secretary To Lam at the Standing meeting of the Steering Committee on ensuring network security, information security and data safety.

High-tech crime has many dangerous developments.

The announcement acknowledged the positive results achieved, General Secretary To Lam also frankly stated that the work of ensuring network security, information security, and data safety of central and local agencies still has many shortcomings and limitations. In particular, state management work still follows the old way, the way of doing things still has many shortcomings, the organization and implementation still overlap, there is a lack of coordination, and activities still overlap.

General Secretary To Lam said that with current limitations, we are facing two major challenges.

The first challenge is that cyber attacks are no longer spontaneous, small-scale acts but have been "industrialized", becoming well-invested campaigns using artificial intelligence, organized by hostile forces and professional, sophisticated criminals, attacking on a large scale.

Second, activities using cyberspace to violate national security and social order, and various types of cybercrimes and high-tech crimes are very complicated, especially the dissemination of toxic information, propaganda to sabotage ideology, and distortions against the Party and State.

High-tech crimes have many dangerous developments with new, sophisticated tricks, causing great economic damage and causing pain in public opinion...

From that, the General Secretary requested that ensuring network security, information security, and data safety is an important, regular task, both urgent in the short term and strategic in the long term, closely linked to sustainable socio-economic development, firmly protecting national sovereignty and the cause of protecting the Fatherland from early on and from afar. It is necessary to harmoniously handle the relationship: security for development, development must go hand in hand with security.

Thoroughly implementing "proactive prevention as the main thing, being one step ahead, not being passive or surprised in any situation", the General Secretary directed that all risks and challenges regarding network security, information security, and data safety must be identified and handled early.

The General Secretary also requested to prioritize national resources to master core technologies and develop a sustainable "make in Vietnam" cybersecurity industry...

Immediately fix security holes in information systems

From the above viewpoint, the General Secretary requested Party committees, Party organizations, central and local ministries and branches to focus on implementing many key tasks. Specifically, including the inclusion of basic knowledge and skills on information security and network security into general education, vocational education and university programs to help the young generation have early awareness of using cyberspace safely.

Regarding institutional improvement, the General Secretary directed that by 2025, all legal bottlenecks in the fields of cyber security, information security, and data safety must be removed. The Cyber ​​Security Law and the Law on Protection of State Secrets will be amended at the upcoming 10th session of the 15th National Assembly...

The General Secretary also requested to focus on developing modern and synchronous cyber security infrastructure to meet the requirements of protecting national sovereignty in cyberspace.

Accordingly, Party committees, ministries, branches and localities must review and strengthen the absolute protection of important information systems, national databases on population, land, finance, health, education, insurance, justice, etc., considering these as strategic assets and the foundation of modern national governance; immediately fix security loopholes in information systems, and not accept the situation of "compliance debt".

Regarding a number of tasks and solutions that need to be done immediately in 2025, the General Secretary requested the agencies in charge of databases and information systems in the political system from the central to grassroots levels to organize a comprehensive assessment of network security, information security, and data safety for national and specialized databases, information systems, and human resources under their management; send them to the Ministry of Public Security and the Government Cipher Committee according to their functions and tasks to synthesize and propose solutions to ensure network security, information security, and data safety for the whole country. This task must be completed in November.

The General Secretary assigned the Ministry of Public Security to submit to competent authorities to complete the National Cyber ​​Security and Safety Steering Committee and sub-committees in ministries, branches and localities.

The General Secretary also assigned the Ministry of Public Security to accelerate the construction and operation of the national cyber defense system to become a shared platform to protect the external network security of information systems and important internet resources of agencies, departments, ministries, sectors, localities and enterprises in Vietnam. With this task, the General Secretary requested that the technical design be completed by next November.
