An Giang held a meeting to evaluate the results of implementing science and technology development, innovation, digital transformation and Project 06

On the afternoon of July 30, the People's Committee of An Giang province held a meeting of the Steering Committee on science, technology development, innovation, digital transformation and Project 06 (Steering Committee) to evaluate the results of implementing tasks in the past time, and orient key tasks to be carried out in the last months of 2025. Mr. Ho Van Mung - Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting; Vice Chairman of the Provincial People's Committee Le Van Phuoc; representatives of leaders of relevant departments and branches also attended.

In recent times, with a proactive, decisive and close spirit, the province has promptly implemented propaganda activities, disseminated policies, resolutions, conclusions, action programs and plans of the Central and the province. On the basis of legal documents and policies of the Central, the province has directed the serious implementation and concretization of documents to suit the actual situation of the locality, perfecting the legal corridor on science and technology of the province. Digital infrastructure, information systems and databases have been invested in and built synchronously. The province's science and technology - innovation - digital transformation activities have achieved encouraging results, gradually developing. Many scientific and technological advances, especially in agriculture , have been deployed and applied, bringing about efficiency, contributing to the development of agriculture, farmers and rural areas; at the same time, raising people's awareness of the application of science and technology in production; Promote and replicate effective production models, form a number of concentrated production areas in the direction of goods, contributing to the successful implementation of national target programs on poverty reduction and new rural construction.

According to the records on the Information System for monitoring and evaluating the implementation of Resolution No. 57-NQ/TW as of July 29, 2025, the province has completed 25/25 tasks, ensuring the progress assigned in Plan 02-KH/BCĐTW; at the same time, it has provided full documents proving the implementation results so that the Standing Office of the Steering Committee has a basis to confirm the completion of tasks; closely coordinated with the Standing Office of the Steering Committee and ministries and central agencies during the implementation process; 40/102 communes, wards and special zones achieved "green" status (completed 16/16 tasks), 62/102 communes, wards and special zones were in "yellow" status (completed from 12/16 to 15/16 tasks).

Specifically, on science , technology and innovation: The province continues to monitor the progress of 01 rural mountainous project managed by the Central Government and implement 48 provincial-level science and technology tasks; 19 grassroots-level science and technology tasks. For the tasks in the Project on Building and Developing Rice Brands, An Giang province has implemented 04 science and technology tasks to select promising, high-quality rice varieties to add to the province's rice variety set, contributing to the successful implementation of the Project, in which the topic "Building and developing raw material areas to serve the project on building and developing An Giang rice brand in Chau Phu district, An Giang province" is prominent. The Mekong Delta High-Tech Agricultural Research Institute chaired the project to select 02 special rice varieties (An Giang province is allowed to exclusively exploit, produce and trade) for planting in the raw material areas to meet the requirements of the Project. Up to now, the proposed topic has selected 02 rice varieties HATRI 10, HATRI 722 suitable for cultivation conditions in An Giang province.

Regarding the implementation of digital transformation tasks: Internal network infrastructure at the People's Committees of communes, wards and special economic zones has been upgraded and expanded to ensure smooth and stable operation, serving well the direction and administration of the province when implementing the 2-level government model; maintaining, improving capacity, service quality and expanding connection, monitoring, and centralized access control of the specialized data transmission network, ensuring stability, smoothness, and connection from the provincial to the commune level, connecting information systems, platforms, and applications serving the province's digital government, digital economy , and digital society; to date, the creation of accounts for officials, civil servants, and public employees of 17/17 provincial departments, branches, and sectors and 102 units of the People's Committees of communes, wards, and special economic zones with a total of over 20,000 accounts has been completed; Completed the connection of online video conference from the Provincial People's Committee Office to 102/102 new commune-level People's Committee bridge points and the connection from the Provincial Party Committee Office to 102/102 commune-level Party Committees.

For digital society: The province has coordinated with enterprises providing public digital signatures to deploy digital signatures for people in the province. The rate of adults with digital signatures in An Giang province is 94,447, reaching 5% of the working-age population; in addition, the province has organized many training courses, popularizing digital skills for students, civil servants, workers and vulnerable groups; deploying online learning models (MOOCs), enhancing training via digital platforms, guiding people to use online public services, VNeID, cashless payments and personal data protection. The rate of adults with basic knowledge of digital transformation is over 71%, 100% of civil servants and public employees have knowledge of digital platforms. Deploying to popularize the use of the VNeID application for people to use as a digital identity, equivalent to an ID card;...

According to preliminary statistics on the implementation results of the tasks under Project 06/CP in the province up to now, 7/36 tasks have been completed; 16/36 tasks are regularly implemented; 13/36 tasks are being implemented by departments and branches.

Through the discussion of delegates attending the meeting, Chairman of the Provincial People's Committee Ho Van Mung requested departments, branches and localities in the coming time to focus on key points to carry out tasks in the spirit of 6 clear points: "Clear people, clear work, clear time, clear responsibility, clear authority and clear results"; and 03 groups of tasks: First, for science, technology and innovation, the Department of Science and Technology is assigned to participate in the plan and action program of the Steering Committee to implement Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending, supplementing and updating the Government's Action Program to implement Resolution No. 57-NQ/TW; second, communes, wards and special zones reorganize the Steering Committee and issue implementation programs and plans; Third, the Department of Science and Technology coordinates with the Provincial Party Committee Office (the presiding agency of the Provincial Steering Committee) to soon advise on the establishment of an Expert Group to advise on areas such as science and technology, innovation, digital transformation; in addition, focusing on 3 main content groups: Serving the people; production and business; especially applying AI in administration and management.

Chairman of the Provincial People's Committee Ho Van Mung assigned the Department of Home Affairs, the Office of the Provincial People's Committee, and the Department of Science and Technology to coordinate with localities to effectively carry out the work of assigning civil servants and employees of the Post Office to ensure capacity and attitude in serving the people; strengthen professional training for the team of civil servants in charge; promote specialized communication work, especially propaganda about digital citizenship and online public services so that people can grasp information and implement them.

Regarding Project 06, Chairman of the Provincial People's Committee Ho Van Mung requested the Provincial Police to regularly evaluate the implemented models in terms of effectiveness, difficulties, problems, where they have been implemented well and where they have not been implemented well to find solutions.

Chairman of the Provincial People's Committee Ho Van Mung also requested relevant departments and branches to develop a plan to advise the Provincial People's Committee on the PAR INDEX, PAPI, SIPAS indexes; and administrative reform work./.
