An Giang passes resolution on staffing of local authorities at commune level

On September 26, the People's Council of An Giang province, term X, 2021 - 2026, held the 3rd session (special session) to review and decide on a number of contents under its authority.

With the requirements of the final year of the 2020 - 2025 term, to create a solid foundation to enter a new development phase with the whole country, the province's economic growth target in 2025 must reach 8.5% or more. Therefore, the province needs to "accelerate" more strongly, especially promoting investment capital disbursement, budget collection and mobilizing social resources to implement important infrastructure projects. In addition, after the merger of administrative units, the province needs timely mechanisms and policies so that the 2-level local government model continues to be perfected, operated smoothly, effectively, efficiently and effectively, better meeting the development requirements and legitimate aspirations of people and businesses.

At the meeting, the An Giang Provincial People's Council unanimously voted to pass 14 important and decisive resolutions to promote socio-economic development in the last months of 2025, along with other necessary mechanisms and policies to ensure the performance of tasks for cadres, civil servants, and workers, creating conditions for the smooth and effective operation of the 2-level local government model.

Specifically, the Provincial People's Council unanimously approved resolutions on: Regulations on the level of business trip expenses; Establishment of the An Giang Provincial Development Investment Fund after the merger with an initial charter capital of over 411 billion VND, an expected operating apparatus of 20 people; Staffing of civil servants in the agencies of the People's Council, People's Committee at the provincial and commune levels; Approval of the number of people working in public service units and associations assigned by the Party and State in 2025 of An Giang province after the reorganization; Decision on the staffing of cadres and civil servants in agencies of the provincial local government and the total staffing of cadres and civil servants of the commune-level local government, with the number of people working and receiving salaries from the State budget in the public service units of the province in 2025 after the reorganization being 70,420 staffing...

The Provincial People's Council agreed on resolutions to adjust and supplement the medium-term public investment plan for the period 2021 - 2025 from the central and local budgets with the total medium-term public investment plan for the period 2021 - 2025 after adjustment of more than 80,000 billion VND (a decrease of more than 700 billion VND compared to Resolution No. 20/NQ-HDND dated July 29, 2025 of the Provincial People's Council); Adjust and supplement the 2025 public investment plan from the central and local budgets, with the total plan after adjustment of more than 26,000 billion VND (a decrease of more than 700 billion VND compared to Resolution No. 21/NQ-HDND dated July 29, 2025 of the Provincial People's Council).

The Provincial People's Council decided to change the purpose of forest use to other purposes for many important development projects. Specifically: In Phu Quoc Special Zone, the purpose of use of 4.4 hectares of protective forest was changed to implement the project of expanding the Phu Quoc Special Zone's people's cemetery; nearly 75 hectares of forest to implement the Ham Ninh resettlement area project; more than 220 hectares of forest to implement the Cua Can Lake investment project; more than 4.2 hectares of forest to implement the An Thoi Domestic Solid Waste Treatment Plant project and 4 hectares of protective forest to implement the project of building the fPK367 Radar Station on Tho Chu Island, Tho Chau Special Zone.
