
According to the National Center for Hydro-Meteorological Forecasting, early on the morning of October 18, the tropical depression in the sea east of the central Philippines strengthened into a storm, with the international name Fengshen.
At 7:00 a.m., the center of the storm was at about 13.1 degrees North latitude; 126.5 degrees East longitude, in the sea east of the central Philippines. The strongest wind near the center of the storm was level 8 (62 - 74 km/h), gusting to level 10. Moving west at a speed of about 20 km/h.
As of 7:00 a.m. on October 20, the storm was in the eastern sea of the North East Sea, with strong winds of level 9, gusts of level 11, moving west-northwest at a speed of about 20-25 km/h. The affected area was the eastern sea of the North East Sea. Disaster risk level 3.
The National Steering Committee for Civil Defense has requested coastal localities from Quang Ninh to Lam Dong to closely monitor weather developments, promptly notify ships operating at sea to proactively take shelter, ensure safety of people and property; and at the same time, be ready with forces and means to respond and rescue when bad situations occur.
