The province currently has 349 public health facilities and more than 1,000 private health facilities; of which 54 health facilities with beds (15 public hospitals, 16 medical centers and 23 private hospitals) must complete the implementation of electronic medical records before September 30, 2025.
With the strong direction of the Provincial People's Committee and the determination of the health sector, by September 22, 100% of medical facilities with beds had assessed and deployed electronic medical records, applied digital signatures and exchanged data completely in the electronic environment. The total implementation cost for the 2020 - 2025 period is nearly 292.6 billion VND, of which more than 212.3 billion VND is at public medical facilities, the rest is at private hospitals.
In the province, there are 2 medical facilities without beds implementing electronic medical records ( Bac Ninh Center for Disease Control No. 1 and Bac Ninh Center for Disease Control No. 2); bringing the total number of facilities qualified to implement electronic medical records in the province to 56 units, reaching 103.7% of the target.
At the conference, representatives of medical facilities said that by implementing electronic medical records, registration, examination and treatment procedures are shortened, reducing waiting time for patients and helping doctors quickly look up information, thereby making accurate and timely treatment decisions.
At the same time, by eliminating the need to print films, print test papers and store paper records, units save costs; health insurance management and settlement work is more effective because electronic medical records allow management of prescriptions, test orders, etc.

However, because the electronic medical record software in some units is not yet fully completed, data connection is faulty and interrupted; a centralized provincial database has not been built to connect medical records between hospitals, leading to difficulties in managing medical examination and treatment history. In some units, specialized information technology personnel are still lacking and weak; some health insurance payment procedures still require paper copies...
In order to continue implementing electronic medical records, in the coming time, the Department of Health will focus on guiding and directing medical examination and treatment facilities to complete and implement the paperless hospital model, towards smart hospitals. At the same time, it requires medical facilities without beds to complete the implementation of electronic medical records by December 2026 at the latest. Pay attention to training and periodic training on the use of electronic medical records software for doctors and nurses in departments and rooms; issue internal regulations and procedures on the management and use of electronic medical records at each facility.
To achieve the set goals, many opinions suggested that the Ministry of Health consider including the costs of software deployment, system maintenance, and electronic medical record infrastructure into the price structure of medical services; promptly issue detailed and unified guidance documents nationwide on the implementation of electronic medical records. It is recommended that the Ministry of Health coordinate with the Vietnam Social Security to issue guidelines for social insurance agencies to accept electronic medical record data for appraisal and payment purposes.
Regarding implementation resources, some opinions suggested that the Provincial People's Committee pay attention to allocating budget to support hospitals and medical centers, especially funding for technical infrastructure, AI application in medical examination, treatment and hospital management.
Speaking at the conference, comrade Le Xuan Loi acknowledged and highly appreciated the results of medical work in the first 9 months of 2025; at the same time, requested the Department of Health to review and completely overcome the limitations and shortcomings.

He emphasized that after the flood, the risk of epidemics is high, the health sector needs to improve disease prevention, maintain on-call duty, strengthen monitoring, early detection, thoroughly handle outbreaks, and absolutely prevent outbreaks from spreading. In addition, attention should be paid to ensuring food safety, clean water for daily life and medical care for people in flooded areas.
Continue to implement tasks on information technology application, digital transformation of the health sector; develop smart hospital models, strive to have 100% of health facilities in the province (both public and non-public) complete electronic medical records by the end of 2025. For units that have completed, it is necessary to continue to complete the criteria and immediately implement the Smart Healthcare Development Project by 2030.

To be consistent with the 2-level local government model, comrade Le Xuan Loi requested the Department of Health to promptly advise on completing projects on organizational structure, ensuring a streamlined and efficient health system, in line with the province's reality. Pay attention to guiding the organization and operation of commune-level health care according to the new model; reorganize public service units of the sector.
Continue to develop expertise and techniques and improve the quality of medical examination and treatment. In the immediate future, focus on implementing registered technical and professional services in 2025; implement the approved high-tech development project on schedule and effectively at provincial-level units. Expand cooperation with central-level hospitals in training and transferring new techniques; effectively exploit signed agreements with Bach Mai, Viet Duc and Hanoi Medical University hospitals.
On this occasion, the Director of the Department of Health awarded certificates of merit to 7 units with outstanding achievements in implementing electronic medical records in the period 2020 - 2025.
