Hand over the Bao Loc City bypass project to the locality for investment and completion before February 20.

The Ministry of Transport requested the People's Committee of Lam Dong province to direct competent authorities to carry out procedures to receive and hand over the Bao Loc City bypass project before February 20, 2025.

The Ministry of Transport has approved the adjustment of the investment project to build the restoration and renovation project of National Highway 20, section Km0 - Km 123+105.17 in the two provinces of Dong Nai and Lam Dong under the form of BT Contract in Decision No. 96 dated January 24, 2025.

In particular, Project Management Board 7 is assigned as the focal unit, coordinating with the project investor/enterprise, agencies and units under the Ministry of Transport to carry out procedures to hand over the Bao Loc City bypass route in its original state to the Lam Dong Provincial People's Committee to promptly deploy procedures to establish a new project and complete construction in 2025 as directed.

"The People's Committee of Lam Dong province needs to direct the Department of Transport with the participation of the People's Committee of Bao Loc city to carry out procedures to receive and hand over before February 20, 2025," the Ministry of Transport requested.

Regarding the budget allocation to complete the project's site clearance, the Ministry of Transport said that according to the report and confirmation of the Bao Loc Construction Investment Project Management Board, the cost to complete the entire site clearance work and relocate the technical infrastructure of the Bao Loc City bypass is about more than 220 billion VND (including contingency costs).

To date, the project enterprise has paid the project management board more than 192 billion VND.

There is still more than 28 billion VND that has not been paid because the Bao Loc City bypass project has been temporarily suspended since October 2020.

Currently, the medium-term capital plan for the period 2021-2025 has been passed by the National Assembly and approved by the Prime Minister, so the Ministry of Transport cannot arrange budget capital for payment. The Ministry of Transport requests the People's Committee of Lam Dong province to update the new project and arrange capital from the provincial budget to make payment and complete site clearance work.

The Ministry of Transport also requested the People's Committee of Lam Dong province to direct relevant agencies to complete the appraisal of the cause of landslides and subsidence of construction works to determine the responsibilities of the parties and complete the procedures according to regulations.

Bao Loc City bypass has a total length of nearly 16km, started construction in 2017 with a total investment of 800 billion VND. Scale of grade III mountainous road.

The project is part of the investment project to restore and renovate National Highway 20 in Dong Nai and Lam Dong provinces under the BT contract. According to the plan, the route will be completed and put into use in 2019.

Since October 2020, due to lack of capital, the project has stopped construction since October 2020, waiting for competent authorities to review and handle the project's capital source.

At the time of suspension, the project had completed 70% of the work volume.

Based on the proposal of the Ministry of Transport and the locality, the Government has agreed to stop investing in the Bao Loc City bypass project under the BT form and organize the establishment of a new project for the remaining projects of this route using public investment capital.
