Accordingly, the National Steering Committee on Collective Economy (Steering Committee) is organized and operates according to the principle of democratic centralism; collective discussion, the Head of the Steering Committee concludes and directs implementation; ensuring the requirements of close, effective and unified coordination in direction and administration.

The Steering Committee properly performs the functions, tasks and powers prescribed in Decision No. 1948/QD-TTg dated September 9, 2025 of the Prime Minister and relevant legal provisions.
The Steering Committee operates under a regime that emphasizes the personal responsibility of the leader; Steering Committee members work part-time.
The Steering Committee operates through regular meetings every 6 months, annually or ad hoc as convened by the Head of the Steering Committee; in case a meeting cannot be held, the Standing Body of the Steering Committee shall seek written opinions from the Steering Committee members and report, requesting the Head of the Steering Committee's decision.
Depending on the requirements and content of the meeting, the Head of the Steering Committee may convene a meeting with appropriate members or invite additional delegates other than the members of the Steering Committee. The Steering Committee meetings must be notified in writing of the content, time and location at least 2 working days in advance.
The conclusion of the Head of the Steering Committee is expressed in the announcement of the Government Office , the conclusion of the Deputy Head of the Steering Committee is expressed in the announcement of the Steering Committee Office. The members of the Steering Committee participate in the general activities of the Steering Committee and perform the tasks assigned by the Head of the Steering Committee.
The regulation also clearly states that the Steering Committee closely coordinates and promptly provides information between Steering Committee members, the Standing body of the Steering Committee, relevant ministries, branches, agencies and localities in performing the tasks of the Steering Committee.
The Head of the Steering Committee is responsible for leading, directing and managing the activities of the Steering Committee; assigning specific tasks to members of the Steering Committee; deciding on issues within the scope of functions, tasks and powers of the Steering Committee.
In case of necessity, assign and authorize the Deputy Head to handle work within his/her authority; review and decide to issue the annual working plan of the Steering Committee; convene, chair and conclude meetings and work of the Steering Committee and be responsible to the Prime Minister for the implementation of the tasks of the Steering Committee.

According to the Regulations, the Ministry of Finance - the Standing body of the Steering Committee - is responsible for assisting the Steering Committee in performing the functions, tasks and powers of the Steering Committee; assisting the Head of the Steering Committee in directing and coordinating the general activities of the Steering Committee; monitoring and urging the Steering Committee members in performing assigned tasks; presiding over the guidance on the development, synthesis and submission to the Head of the Steering Committee on the annual operation plan of the Steering Committee.
At the same time, monitor and advise the Head of the Steering Committee to report to the Prime Minister to direct and urge ministries, branches, central and local agencies in implementing related tasks and solutions on collective economic development...
