The report at the working session said that since July 1st, the operation of the commune government apparatus has been effective; the socio -economic development situation in the first 9 months of the year has achieved many encouraging results.

According to the report of the People's Committee of Ia Rbol commune, after implementing the arrangement of commune-level administrative units, the locality has promptly stabilized the organizational apparatus, arranged the staff of civil servants and public employees, and maintained the effectiveness of state management activities in all fields. The total state budget revenue in the area as of October 15 reached 1,271 billion VND, equal to 251.6% of the estimate assigned by the province; the disbursement rate of public investment capital reached 3,404 billion VND, reaching more than 98% of the plan. The People's Committee of the commune has completed the approval of the general planning task of Ia Rbol commune and is currently coordinating with the consulting unit to implement the steps to prepare the general planning project of the commune.
The socio-economic development of Ia Sao commune has also achieved many encouraging results. The arrangement and assignment of cadres and civil servants after the merger is basically guaranteed, without duplicate titles; most civil servants are arranged and assigned tasks in accordance with their professional qualifications and practical experience, ensuring smooth management and operation after the merger. Administrative procedures are public and transparent at the One-Stop Department. The general planning of Ia Sao commune is being consulted by the People's Committee of the commune with relevant units.

After 3 months of implementing the 2-level local government, the apparatus of the Phu Thien commune political system has basically operated smoothly, performing well the political, economic, cultural-social, national defense-security tasks in the area. In the first 9 months of the year, the growth rate of product value reached 6.5%; the total cultivated area to date reached 18,305 hectares; the progress of national target programs has been accelerated. The commune is consulting relevant units to complete the general planning of Phu Thien commune, as a basis for implementing the next steps.
In Chu A Thai commune, the basic socio-economic indicators have met the set plan; the agriculture-forestry, industry-construction, trade-service sectors have been maintained stably. The commune has implemented the seasonal production, and people are currently harvesting some crops. Disease prevention and control work has been proactively implemented, crops and livestock grow and develop normally, and no dangerous diseases have been detected. Total budget revenue reached 3,934 billion VND, equal to 122% of the yearly plan; the commune has 165 poor households (3.28%) and 283 near-poor households (5.62%). Disbursement of public investment capital reached 5,535 billion VND, equal to 27.54% of the plan. Currently, the commune is urgently collecting opinions to complete the general planning of Chu A Thai commune.

At the working session, a number of difficulties and problems were mentioned by localities and recommendations were made to resolve them, such as: Regarding the general planning of the commune in a short time, the province has not yet allocated funds, making it difficult to implement; the commune's working headquarters is small in area and lacks working rooms; it is recommended to arrange a Working Group or a Branch of the Land Registration Office to directly receive and process documents at the local level; it is necessary to supplement technical instructions, support equipment, funding and extend the time to complete the Land Data Cleaning Campaign in accordance with regulations, ensuring quality and progress; difficulties in adjusting capital plans for national target programs.
In addition, communes also reported a lack of staff with in-depth expertise in the fields of land administration, construction planning, and accounting; the Civil Status Registration and Management System software sometimes fails to synchronize data from the National Public Service Portal, causing difficulties in checking, monitoring, and coordinating the settlement of administrative procedures. In addition, many people do not have bank accounts, so they cannot pay fees online and must pay in cash; some people do not have phones or smartphones, so they have to use civil servant devices to submit documents; many cases do not have a level 2 VNeID electronic identification account...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang acknowledged and highly appreciated the efforts of the communes in the past time. Although there are still many difficulties in implementing the 2-level local government model, the localities have proactively overcome them to ensure smooth operations. He shared: the work is increasing, the staff is limited, many officials are not familiar with KPI assignment; funding is low, the allocation process is slow; facilities are lacking; disbursement rate is low.
The Vice Chairman of the Provincial People's Committee emphasized: In leadership and direction, communes must uphold the spirit of solidarity, clearly assign tasks, enhance responsibility and dedication to work; improve the attitude of serving people and businesses, determine to do all the work, not all the time, only discuss work, not back down. Any difficult issues must be promptly reported to superiors, proactively advise and propose solutions. The Secretaries must accompany the government, increase exchanges, grasp information, closely direct, regularly go to the grassroots to grasp the thoughts and aspirations of the people, promptly remove difficulties, and ensure the rights of the people.
“Regarding planning work, it is necessary to identify planning as the first step, closely following the resolutions of the Provincial and Local Party Committees to ensure quality, synchronization, and regional connectivity; not to neglect quality for the sake of progress. It is necessary to calculate and build reasonable infrastructure so that zoning plans and detailed plans are effective, creating conditions to attract investment. Regarding funding sources, a part will be supported by the province, the rest by the locality. Communes need to estimate the rate of excess revenue, make a list of appropriate investment projects to effectively use capital sources. At the same time, quickly develop a public investment plan for 2026 and a medium-term public investment plan for the period 2026-2030; speed up disbursement progress, review undisbursed projects to propose adjustments to capital sources.
Communes with a high proportion of ethnic minorities and a large proportion of poor households need to pay special attention to poverty reduction. When poverty is reduced, it will help maintain peace for the people, contributing to ensuring political security and social order and safety in the area. Therefore, communes must clearly identify the causes of poverty, have practical solutions, and focus on specific groups of people to sustainably reduce poverty," emphasized Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang.
