Government: Proposing new phase staffing to submit to the Politburo for decision

Minister of Home Affairs Pham Thi Thanh Tra, on behalf of the Government, signed a report to the National Assembly and National Assembly deputies on handling issues arising in the reorganization of the State apparatus.

Regarding institution building, the Government said that from June 1 to August 31, especially at the 9th session of the 15th National Assembly , the Government submitted to the 15th National Assembly for approval 34 laws and 34 resolutions; submitted to the Government for promulgation 120 decrees and resolutions on legal norms, containing content on decentralization and delegation of powers, creating a complete and synchronous legal corridor for localities to implement.

Requesting ministries and localities to report on the current status of staffing

Regarding the work of arranging and perfecting the organizational apparatus, according to the report, when implementing the 2-level local government organization model from July 1 to September 1, localities reduced 366 specialized agencies under the provincial People's Committee (a 44% reduction compared to before the merger).

Nationwide, 465 specialized agencies under the provincial People's Committees have been established (including 12 specialized agencies organized uniformly in 34 provinces and cities and 56 specialized agencies in some localities); 9,916 specialized departments at the commune level have been established in communes, wards, and special zones.

Regarding the staffing in localities, Minister Pham Thi Thanh Tra said that in the period of arranging and merging administrative units at all levels and implementing the 2-level local government model, the number of cadres, civil servants, public employees, and contract workers currently at agencies and units will initially remain the same to arrange work at corresponding agencies and units or arrange work at the commune level.

After that, the streamlining of staff combined with restructuring and improving the quality of the team will be carried out according to the roadmap, ensuring that within 5 years, the number of staff will be in accordance with regulations.

According to the Minister of Home Affairs, the Government is directing ministries, branches and localities (People's Committees and People's Councils at provincial and communal levels) to report on the current payroll status (as of July 31), thereby proposing the payroll for the 2026-2031 period, and submitting it to the Politburo for consideration and decision.

Regarding the number of deputies, the Government said that after the arrangement, it may be more than the maximum number according to regulations, but after 5 years, it must ensure that the number of deputies is brought back to the correct regulations.

The Government is also directing research agencies to advise on regulations on the orientation of the number of deputy heads of agencies and organizations for implementation in the 2030-2035 period.

The machine runs smoothly and without interruption.

According to the Government's assessment, the organization and apparatus of specialized agencies of the People's Committees at the provincial and communal levels after the reorganization will immediately come into operation, ensuring continuity, continuity, inheritance, no omission of functions and tasks, no interruptions, and no legal gaps.

Localities also demonstrated determination and effectively implemented decentralization, delegation of power, and division of authority associated with the operation of the two-level local government organization model according to the motto: "locality decides, locality acts, locality takes responsibility", meeting the requirements of innovation in legislative thinking, innovation in national governance, and development creation.

The Government also acknowledged the timely resolution of policies and regimes for cadres, civil servants, public employees, workers and other subjects during the process of restructuring the apparatus, ensuring good performance of assigned tasks and no interruption of work.

However, the Government also frankly pointed out the shortcomings such as the rate of decentralized tasks and powers associated with administrative procedures for local implementation is still low (only reaching about 56% of the requirement).

In addition, the quality of the staff, civil servants, public employees, including the leadership and management team in some sectors, fields and localities is still limited, inadequate, and unevenly distributed. Many places have excess civil servants but lack people with professional qualifications in fields such as science, technology, land administration, finance, health, construction, transportation, etc.

Meanwhile, the infrastructure system of the Public Administration Service Center from the central ministries and branches to the provincial and communal levels is still not synchronized; the financial and budgetary mechanism has not kept up with the new model while the management area is wider...

In the coming time, when continuing to reorganize the State apparatus, the Government will promptly report to the National Assembly Standing Committee and the National Assembly to consider and decide on cases where issues arise that fall within the National Assembly's decision-making authority.
