Working with the monitoring delegation were comrade Vu Dinh Hung, member of the Provincial Party Committee, Director of the Department of Education and Training; leaders of departments and units under the Department of Education and Training and representatives of related units.
According to the report of the Department of Education and Training, in recent times, the education and training career has received attention, close and effective direction from the Provincial Party Committee, People's Council, Provincial People's Committee, departments, branches, localities and the support of all classes of people, contributing significantly to the development and improvement of education quality at all levels.
The Provincial People's Council and People's Committee have issued many specific mechanisms and policies for teachers and learners, contributing to improving the quality of care and education for students. Currently, the province has 1,054 schools from kindergarten to high school; 65 continuing education facilities; 8 vocational education facilities and 17 facilities with vocational education functions.
The scale of the school and class network continues to be reviewed, arranged, and reorganized in a streamlined manner with the method of consolidating small schools and merging small schools into inter-level schools on the principle of creating convenience, ensuring students' learning rights, and improving the quality of education.
The 2018 General Education Program was effectively implemented, the quality of mass education and key education made remarkable progress; the rate of children attending kindergarten increased, non-public preschool education was encouraged to develop; the average graduation exam score, the rate of students passing graduation and students winning national prizes increased...
Policies and regimes for teachers and students according to the regulations of the State and the province are fully, promptly and in accordance with regulations. Typical examples include: Salary regime, preferential allowances according to profession, seniority allowances, regional allowances, attraction and specific allowances according to regulations; promoting the effectiveness of policies to attract high-quality human resources according to Resolution No. 12/2021/NQ-HDND of the province; policies on training and fostering to improve professional qualifications, political theory, and management skills for the team are focused on; policies to support rice, food and accommodation for boarding and semi-boarding students; social subsidies for children and students with disabilities...
However, education and training in the province still has some shortcomings and limitations such as: The rate of solid classrooms is still low, currently only reaching 70.7%, lower than the national average of 89.6%. Subject classrooms, clean water facilities, sanitation facilities and teaching equipment, especially modern equipment, are still lacking; 77.6% of general schools do not have online classrooms; 12 primary schools do not have computer rooms.

Conditions for caring for and nurturing students in ethnic minority boarding schools are still limited; teachers at all levels are still lacking compared to the assigned number and the prescribed standards of the Ministry of Education and Training; the number of non-public schools is still small...
The monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee acknowledged and highly appreciated the achievements in education and training, and the seriously implemented policies and laws on education and training, which have contributed significantly to creating motivation to improve the quality of education and training in the province.
At the same time, the Department of Education and Training is requested to clarify the shortcomings, limitations as well as difficulties and obstacles, and immediately deploy solutions to continue effectively implementing education and training work in the province in the coming time.
Based on the monitoring results, the Department of Culture and Society will report and propose to competent authorities to continue to have appropriate mechanisms and policies for the development of education and training in the province in the next period...
