The Ministry of Science and Technology provides guidance on clarifying the definition, connotation, and quantification of new concepts in Resolution No. 57-NQ/TW.

On March 31, 2025, the Ministry of Science and Technology issued Official Dispatch No. 562/BKHCN-VCL to provide specific guidance on clarifying the definitions, contents and quantification of new concepts mentioned in Resolution No. 57-NQ/TW.

This document is issued within the framework of performing the assigned tasks under Resolution No. 03/NQ-CP dated January 9, 2025 of the Government, on the Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo . Resolution 57-NQ/TW clearly defines the breakthrough orientation in science, technology development, innovation and national digital transformation - key pillars for sustainable growth in the new period.

Accordingly, the concepts detailed in the document include:

- Digital Twin of a city: is a digital model of a city, created using real-time data, simulation technology and analytical systems to reproduce the physical structure of the city and the processes taking place in that city. Digital Twin of a city helps manage the city effectively and optimize the city's resources.

- Digital competitiveness of nations: is a country's ability to use and develop digital technologies to improve its overall competitiveness.

- Data economy : is a general term that includes the creation, collection, storage, processing, distribution, analysis, dissemination and exploitation of data enabled by digital technology.

- Digital learning: Digital learning in Resolution No. 57-NQ/TW is understood as learning digital skills, the process of acquiring, developing and improving skills and capacity to use digital technology effectively, appropriately, safely and responsibly for personal, study, career or social participation purposes in the digital environment.

- Digital competence: is the ability to use digital technology to complete specific tasks or to solve practical problems.

- Vietnamese digital technology enterprises are on par with technology enterprises of advanced countries: Vietnamese digital technology enterprises have the capacity to research and master core technologies and strategic technologies; have a large scale and influence at home and abroad, can compete with the world's leading technology corporations, affirming their position in the global market; have a scale equivalent to large enterprises of advanced countries; make important contributions to the socio-economic development of the country.

The above guidance is an important basis for agencies, localities, organizations and enterprises to unify their awareness and effectively implement the contents of Resolution No. 57-NQ/TW, contributing to promoting the development of science, technology, innovation and national digital transformation.
