Speaking at the Conference, Deputy Minister Bui Hoang Phuong emphasized that the Conference was held in a particularly important context when 2025 is the last year of the 5-year plan 2021 - 2025. At the same time, it is a pivotal year to implement new policies according to Resolution 57-NQ/TW of the Politburo , Resolution No. 193/2025/QH15 of the National Assembly and the Law on Science, Technology and Innovation 2025. For the first time, the law has fully codified the three pillars: Science, technology, innovation and digital transformation (S&T). The Deputy Minister said that in recent times, ministries, central agencies and localities have proactively deployed many S&T, S&T and digital transformation activities and linked them with the socio-economic development plan. Many good models and creative approaches have been effectively implemented. However, science, technology, innovation and digital transformation have not yet become the central driving force for development. Although institutional, resource, human and infrastructure barriers are being removed, they remain a major challenge. The proportion of investment in science and technology in the total state budget expenditure has increased, but the allocation between the fields of science and technology, innovation and digital transformation is still unreasonable. Some ministries, branches and localities are still confused about integrating budget estimates, have not created mechanisms to encourage businesses to invest in technological innovation and have not made good use of support policies from the central government.
This conference aims at three main objectives: First, to unify the perception of the role of science and technology, innovation and digital transformation as an important driving force for economic growth. Second, to provide specific guidance on how to plan and estimate the budget for 2026, the first year of implementing the new Law. Third, to orient resource allocation with focus and key points, ensuring efficiency and synchronization between the central and local levels.

The Deputy Minister pointed out that 2026 is the first year of applying the new Law on Science, Technology and Innovation; the budget needs to be clearly explained and specifically analyzed for each group of tasks; prioritize contents that closely follow Resolution 57-NQ/TW, national strategies on AI, semiconductor industry, data, digital government, digital economy; encourage the "3-house" cooperation model to commercialize research results and improve competitiveness; and at the same time propose breakthrough tasks with spillover effects.
The Ministry of Science and Technology commits to accompany, provide technical and professional support and closely coordinate with the Ministry of Finance and other ministries, branches and localities so that the development of plans and estimates for 2026 is of the highest quality, close to reality and has a real impact on growth.
At the Conference, delegates listened to and discussed thematic reports: Guidance on some main contents and new points in planning and budget estimates for science, technology, innovation and digital transformation in 2026 (including regular and investment expenditures); Orientation in the field of science and technology and assessment of the effectiveness of science and technology activities and tasks; Orientation in the field of digital transformation and assessment of the effectiveness of digital transformation activities and tasks; Orientation in the field of digital transformation and assessment of the effectiveness of digital transformation activities and tasks./.
In accordance with the policies and directions of the Ministry of Science and Technology, the Department of Science and Technology of Son La province organized an online conference to guide the development of plans and budget estimates for Science and Technology, Innovation and Digital Transformation in 2026 in person and online at 75 commune and ward connection points in the province. Attending and chairing at the Department of Science and Technology connection point were Ms. Pham Thi Doan, Director of the Department of Science and Technology; representatives of leaders and Accounting departments of departments, branches and sectors.
At the Department of Science and Technology, delegates focused on discussing the orientation of science, technology, innovation and digital transformation activities in 2026; difficulties in completing the 2026 science, technology, innovation and digital transformation budget report. At the same time, they proposed to the Department of Science and Technology a number of solutions to remove the difficulties they are facing.
