Military Region 4 and Military Region 5 coordinate with local Party committees and authorities to organize inspection teams, urge and direct the implementation of response work to storms, floods, inundation, flash floods, landslides after storms in the provinces; organize forces, means, food, and communications to cover key areas at risk of storm-caused incidents in the provinces, with key areas being Da Nang City, Hue, and Quang Tri, to promptly and effectively handle situations, avoiding being passive or surprised.

The Navy, Vietnam Coast Guard, Air Defense - Air Force, Corps 18; the corps, Artillery - Missile Command and the corps, branches prepare forces and means to participate in rescue. The Communications Corps, the Military Industry - Telecommunications Group ( Viettel ) coordinate with relevant agencies and units to ensure information, communication, transmission lines and necessary conditions to serve the Government and the Prime Minister in directing and operating civil defense.
