Minister Nguyen Kim Son: More incentives are needed for teachers in mountainous areas

The Minister of Education and Training said that teachers in mountainous areas are receiving special policies, but more incentives are still needed to motivate them.

At the 2023 labor forum held at the National Assembly on the afternoon of July 28, Minister of Education and Training Nguyen Kim Son said that the entire sector has more than 1.6 million teachers and employees. The State has had many special policies for teachers in mountainous, remote and island areas, but compared to the sacrifices of teachers, it is still not commensurate. Therefore, he proposed more preferential policies to encourage workers.

According to Minister Nguyen Kim Son, the Ministry of Education and Training has advised the Government to accelerate the consolidation of schools and prioritize the construction of public housing for teachers in disadvantaged areas. The Ministry also worked with the Ministry of Home Affairs to study the early increase of allowances and recommended the Ministry of Labor, War Invalids and Social Affairs to reduce the retirement age for preschool teachers.

"There are still 16,000 independent childcare groups nationwide and the people working there have not yet paid social insurance. We request that trade unions and localities pay attention to this so that this group can soon be included in the list of those paying and enjoying the regime," said the Minister of Education and Training.

Sharing the same opinion with Minister Kim Son, teacher Tran Manh Hung, Dan Hoa Primary and Secondary Boarding School (Quang Binh) proposed to have a suitable salary policy for teachers in remote areas and kindergarten teachers and considered this a difficult profession. "I have to teach 70 km from home. In fact, the life of teachers in the highlands is still difficult," said Mr. Hung.

Ms. H'Chuyên Nie, Cuôr Đăng Rubber Farm (Đắk Lắk) pointed out the current situation of pork and essential goods prices increasing while the minimum wage of workers is not enough to live on, and civil servant salaries are far from basic needs. She suggested that the National Assembly supervise and soon take measures to improve the minimum wage and basic salary so that workers can work with peace of mind.

Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that on August 8, the National Wage Council will hold its first meeting to assess the current situation of workers' lives and the production situation of enterprises. From there, the Council will calculate and consider adjusting the regional minimum wage in 2024.

According to Mr. Dung, during the three years of Covid-19, the base salary did not increase but the regional minimum wage was still adjusted, most recently on July 1, 2022; pensions and social insurance benefits were also adjusted by 7.4%.

National Assembly Chairman Vuong Dinh Hue said that at the 6th Session taking place in October, the National Assembly will discuss the roadmap for salary reform based on balancing resources, according to Resolution 27 of the Central Committee in 2018. Particularly for the business sector, the adjustment of the minimum wage is based on the minimum living standard, the CPI index as well as the harmonious relationship between the two sides because salary is the income of workers but is also largely related to the costs of businesses.

Chairing the 4-hour forum, Mr. Hue considered this a special meeting with voters, a channel for the National Assembly to listen to workers' thoughts in order to better perform its legislative tasks, provide supreme supervision, and decide on important issues.

According to him, the laws related to labor and trade unions are constantly being improved, but there are still many contradictory and overlapping regulations. The agencies of the National Assembly and the Government need to absorb the concerns and shortcomings that voters reflect to study solutions. Any issues that need to be adjusted or supplemented immediately can be proposed to the National Assembly for consideration.
