Hanoi continues to lead the country in innovation.

Hanoi continues to be the leading locality in the Local Innovation Index (PII) in 2025 with a total score of 65.68.

Within the framework of the National Innovation Day held this morning, October 1, the Ministry of Science and Technology announced the results of the Provincial Innovation Index (PII) in 2025.

Accordingly, the top 5 localities leading the country in innovation this year include: Hanoi , Ho Chi Minh City, Quang Ninh, Hai Phong and Hue.

This is the third consecutive year that Hanoi has held the leading position nationwide, with 18/52 component indices at the top. In 2023 and 2024, Hanoi will also rank first in the PII index.

PII reflects a realistic, comprehensive picture of the current state of socio -economic development based on science, technology and innovation in each locality. This index also provides evidence of strengths, weaknesses, potential factors and necessary conditions to promote innovation.

The Local Innovation Index is being developed nationwide. The Government has assigned the Ministry of Science and Technology to be the lead agency in developing it annually, starting from 2023.

PII is a Vietnamese initiative, built on the idea of ​​the Global Innovation Index (GII). According to the Ministry of Science and Technology, the construction of the PII 2025 index is carried out to ensure objectivity and transparency with data sources from ministries, agencies, organizations, and units at the central and local levels.

According to the GII 2025 Report published by WIPO, Vietnam currently ranks 44th out of 139 economies. Of which, three component indices including high-tech imports, high-tech exports and creative goods exports are the top in the world.

During his recent visit to Vietnam, Director General of the World Intellectual Property Organization (WIPO) Daren Tang said that Vietnam has long been a testing ground for many new initiatives, including PII.
