During the 3-day conference from October 1-3, trainees who are officials and civil servants of communes, wards and special zones will be taught 6 topics revolving around the following contents: Tasks that need to be focused on in the management and use of public assets after the 2-level local government model comes into operation; management and handling of assets with established public ownership (confiscated assets, confiscated assets; donated assets; assets with unidentified owners); management, use and exploitation of public assets at agencies, administrative units and organizations (Decree 186); regulations on standards and norms for the use of offices and public facilities (Decree 155); standards and norms for the use of machinery and equipment (Decision 15); Standards and norms for the use of cars (Decree 153).
Difficulties and problems in the practice of managing and using public assets and land finance after implementing the 2-level local government model will also be answered and guided by officers and experts of the Department of Public Asset Management ( Ministry of Finance ) at the conference.
The training conference is an opportunity to disseminate, thoroughly grasp, and promptly supplement the latest knowledge on law and profession, while at the same time enhancing the sense of responsibility of the staff and civil servants to better fulfill their tasks in the new context. Thereby, ensuring the management of public assets is transparent, effective, economical, avoiding loss and waste; it is an important resource for socio- economic development and restructuring the state budget.
