Accordingly, implementing the direction of the Prime Minister in Official Dispatch No. 173/CD-TTg dated September 26 and the direction of Deputy Prime Minister Tran Hong Ha at the meeting on the morning of September 27, to respond to storms and floods after storms, the Minister of Agriculture and Environment requested the People's Committees of provinces and cities to urgently call on ships to return to safe shelters or move out of dangerous areas; complete the sea ban before 5:00 p.m. on September 27.
The People's Committees of provinces and cities direct functional units to organize and arrange for anchoring of boats at shelters; evacuate people on boats, cages, watchtowers, aquaculture areas, coastal areas, low-lying areas, areas at high risk of deep flooding to safe places; complete before 3:00 p.m. on September 28; deploy specific plans to ensure the safety of dike works under construction, key and vulnerable areas according to the "4 on-site" motto, especially at the following locations: Con Tron and Hai Thinh sea dykes, Thinh Long embankment (Ninh Binh); Quang Nham sea dyke (old Quang Xuong district), Hai Binh sea dyke (old Tinh Gia district); Dien Thanh sea dyke, Quynh Tho dyke, Long - Thuan dyke (Nghe An); Nghen left dyke, Cam Nhuong embankment, Hoi Thong dyke ( Ha Tinh ); Vinh Thai sea dyke (Quang Tri).
Provinces and cities direct reservoir owners and relevant agencies to urgently operate water discharge to reserve capacity to receive floods according to regulations, especially reservoirs in the Ma and Ca river basins; organize permanent forces and means to be ready to regulate and ensure safety of works and downstream areas in all situations; immediately deploy forces and equipment to ensure smooth communication to serve command and control before, during and after storms and floods, paying special attention to mountainous areas at high risk of being isolated.
Localities are ready with forces, materials and means in key areas to handle the situation in the first hour according to the "4 on-the-spot" principle, paying special attention to not cutting off or disrupting traffic; not lacking food, drinking water and essential necessities during the response to storms and post-storm floods. At the same time, seriously organize on-duty teams and regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
