Commune officials go to people's houses to do administrative procedures

Officials in Duc Lap commune (Lam Dong) proactively brought computers and documents to the homes of the elderly and disabled to help them carry out administrative procedures.

In early October, Duc Lap Commune Public Administration Service Center began operating the model "Going to the people - Supporting people having difficulty in resolving administrative procedures", commune officials proactively went to each resident's house.

In the hot noon, commune officials carrying computers and documents stopped by Mr. Nguyen Kim Khanh's house in Duc Tan village. Mr. Khanh is over 70 years old, has weak legs and has difficulty walking. Commune officials assisted Mr. Khanh with administrative procedures, corrections, and additional information on household registration. Mr. Khanh said: "My child works far away, so up until now, he has always relied on neighbors to take him to the commune to do administrative procedures. Now that the officials have come to my house and given me detailed instructions, I am very happy."

With the need to carry out the procedure of certifying single status, Ms. Nguyen Thi Kim Nghi, residing in Duc Doai village, wanted to carry out the procedure to complete the land records. However, her health did not allow her to travel far, so she needed support to carry out the procedure at home. Immediately after receiving the request, the center's staff urgently came to her house to support her in completing the procedure. Ms. Nghi shared, with my questions, the commune officials answered clearly and in detail, the procedures related to the work were resolved effectively and quickly.

The "Going to the people" model has been deployed by Duc Lap Commune Public Administration Service Center since October 2025. The goal is to support the elderly, the disabled, and the lonely to carry out essential procedures such as: social security, household registration extracts, certification... After receiving registration information from people with requests, the Commune Public Administration Service Center contacts and goes to the address of people registering for permanent residence, instructing people to fully prepare the required documents.

Next, officers and civil servants of the Commune Administrative Service Center bring electronic devices such as computers and the Community Digital Technology Team to directly go to people's homes to collect information and support filling out forms according to regulations. The results of administrative procedure settlement in paper copies are sent to people via the Postal Service.

In each case and each circumstance, commune officials come to the house to complete administrative procedures according to the requests and wishes of the people. Not only does it bring convenience to the people, the model also opens up a new approach in administrative reform. Mr. Dinh Van Binh - Deputy Director of Duc Lap Commune Public Administration Service Center said that the model is aimed at the elderly, the disabled, and people with limited mobility. Commune officials take shifts, bring computers and electronic devices to the house, guide people in completing the documents, and then send the results by post . "We not only help people complete the procedures, but also guide them to use the Public Service Portal, install VNeID, and create electronic identification accounts. The goal is to help people gradually get used to online public services," said Mr. Binh.

A support session may only help a few people but it opens up a new direction in digital transformation at the grassroots level. When rural people know how to use technology, they will be more proactive in everything, from paperwork to payment, registration, and information lookup. In a large commune with many villages far from the center, where people are mainly farmers, traveling to do administrative procedures is a journey. Therefore, this approach is not only administrative support, but also a way for the government to show its care, to be closer to the people, and to understand them better.

Each completed file is not only a valid document, but also a trust that is cultivated. Officials come to the house, ask questions, guide, and listen to seemingly small things, but they are the foundation of a truly service-oriented administration. From Duc Lap, this approach can be replicated in many other localities in the province in the process of administrative reform with people at the center.
