Chairman of Can Tho City People's Committee Tran Viet Truong said that according to Resolution 45, the city was granted 6 mechanisms and policies on land management, planning, budget finance, income of civil servants and public employees under the city's management and preferential policies and investment support for 2 projects.

Regarding the mechanism of rewarding the excess revenue of the central budget , the City People's Committee has issued directives to strengthen tax collection; manage annual state budget revenue and expenditure to contribute to achieving the target of exceeding the central budget estimate, creating a basis for additional revenue from policies issued by the National Assembly , and implementing investment in important projects.
Regarding the loan mechanism , Can Tho City People's Committee said that in 2024, the local budget revenue is expected to be 11,584 billion VND.
According to the plan, the city will continue to implement projects using ODA loans and issue local government bonds with an expected amount of VND4,092 billion by the end of this year, reaching 35.3% of the loan limit.
According to the report, the City People's Committee has approved the project to issue local government bonds in Can Tho City in 2024.
Accordingly, it is expected that by 2025, the total capital using re-loan capital from ODA sources and issuing local government bonds will be about 5,092 billion VND.
The city also proposed projects applying the re-borrowing mechanism from Resolution 108/2023 of the Government to be implemented in the 2021-2025 period and the following years with a total investment of more than VND 8,780 billion.
Regarding the collection of fees and charges, the People's Committee of Can Tho City directed specialized agencies to specifically review and determine the collection items that can be implemented, and advise the People's Committee to submit to the People's Council to issue resolutions when conditions are met.
In the immediate future, consider two projects: "regulations on collection rates, collection, payment, management and use of fees for temporary use of sidewalks and roads not for traffic purposes" and "collection of fees for using park and square space to organize short-term events and services for business purposes".
Regarding the income policy of cadres, civil servants and public employees under the city's management, the People's Committee of Can Tho City believes that to implement this policy, the city must balance its budget and ensure other related conditions.
"The city leaders agreed that the policy has not been implemented yet and will be implemented at an appropriate time, ensuring that it is close to resources and implementation conditions," said the City People's Committee.
Regarding the dredging and product recovery project of Dinh An - Can Tho maritime channel, the City People's Committee said that Decree 57/2024 of the Government is the legal basis for localities to implement the project according to their authority and management area.
The City also coordinates and takes advantage of the guidance of the Ministry of Transport, the Maritime Administration, etc. to conduct surveys and prepare a project feasibility study report when approved.

Currently, Can Tho City People's Committee has coordinated with the Ministry of Planning and Investment to synthesize and advise the Government to report on the 3-year summary of the implementation of Resolution 45 to the National Assembly.
On that basis, the city proposed to amend and supplement a pilot of a number of specific policy mechanisms for Can Tho's development to ensure they are suitable to practical conditions in the new situation, creating conditions for more resources and proactively performing tasks as required in Resolution 59 of the Politburo.
