Warning to former Vice Chairman of Gia Lai Province Phung Ngoc My

Decision No. 491/QD-TTg stated: Disciplinary action in the form of Warning against Mr. Phung Ngoc My, former Vice Chairman of Gia Lai Provincial People's Committee, due to violations and shortcomings in work and Gia Lai Provincial Party Committee has taken party discipline.

The disciplinary period is calculated from the date of announcement of Decision No. 1219-QD/TU dated April 23, 2024 of Gia Lai Provincial Party Committee.

Previously, on April 19, 2024, the Standing Committee of the Provincial Party Committee and the Executive Committee of the Gia Lai Provincial Party Committee held a conference to review and discipline party organizations and party members.

The Standing Committee of the Provincial Party Committee and the Party Executive Committee of Gia Lai province found that the Party Committee of the Provincial People's Committee for the 2004-2011 and 2011-2016 terms violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing investors to commit violations and shortcomings in the field of bidding and purchasing equipment provided by AIC International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem; some bidding packages had violations, causing serious consequences, with the risk of causing loss to the state budget.

The Standing Committee of the Provincial Party Committee voted to discipline the Party Committee of the Provincial People's Committee for the 2004-2011 and 2011-2016 terms with a warning.

However, comparing the disciplinary voting results with the statute of limitations for disciplinary action according to Article 4, Regulation No. 69-QD/TW, dated July 6, 2022 of the Politburo on disciplinary action against violating party organizations and party members, a disciplinary decision was not issued against the Party Committee of the Provincial People's Committee for the 2004-2011 term.

Regarding the violations of the Party Executive Committee of the Provincial People's Committee in the above two terms, 18 party members are responsible.

In particular, based on the content, nature, level, and consequences of the violation, according to the Party's Regulations on discipline of party organizations and violating party members, the Provincial Party Executive Committee and the Provincial Party Standing Committee disciplined Mr. Phung Ngoc My, former Provincial Party Committee member, former Party Executive Committee member, former Vice Chairman of the Provincial People's Committee, with a warning.
