The Politburo requested a general salary and allowance project for the entire system.

(Dan Tri) - At the request of the Politburo, the Secretariat, and the Government Party Committee, the Ministry of Home Affairs was directed to complete the Salary and Allowance Project and report to the competent authority for decision to apply it throughout the system.

On the afternoon of September 26, the Politburo issued Conclusion No. 195 on the situation and performance of the political system apparatus and two-level local government.

At the meeting on the same day, the Politburo and the Secretariat agreed with the contents, proposals and recommendations stated in the Report of the Central Organizing Committee on the situation and results of the operations of the political system and local government apparatus at two levels from July 1 to present.

The Politburo and Secretariat requested Party committees at all levels to promptly remove difficulties and overcome shortcomings, contradictions and overlaps in regulations related to the operation of the new apparatus, especially at the grassroots level; continue to promote administrative procedure reform, and cut down on unnecessary reports, documents and meetings.

Along with that, the Politburo and Secretariat thoroughly continue to review and streamline the internal apparatus; urgently arrange and re-arrange the team of commune-level cadres and civil servants, ensuring the apparatus operates smoothly, effectively and efficiently.

The Government Party Committee, Politburo, and Secretariat requested a thorough review and assessment of the feasibility of implementing the tasks of decentralization, delegation, and assignment of authority, while providing guidance on completing the development planning of provinces, communes, wards, and special zones (to be completed before October 30).

According to the Politburo, the Secretariat, and the Government Party Committee, it is necessary to direct the Ministry of Home Affairs to urgently submit to the Government a Decree on administrative unit standards, administrative unit classification, and urban classification, to be completed in October. The Ministry of Home Affairs also needs to complete the Salary and Allowance Project, report to the competent authority for decision to apply it generally and consistently throughout the political system.

Ministries, ministerial-level agencies, and government agencies are assigned to urgently complete proposals for restructuring public service units, state-owned enterprises, and internal apparatuses to suit the new situation. The Politburo and the Secretariat request that this task be completed in October.

In particular, the Politburo and the Secretariat directed to clarify the causes and review the responsibilities of organizations and individuals in the slow implementation of policies and regimes for cases of work leave according to regulations, and report to the Politburo before October 15.

At the same time, the Politburo and the Secretariat noted the need to provide guidance on the payment of benefits and policies for cadres, civil servants, and employees who have decided to retire or quit before August 31 and have not yet received payment; complete the payment before October 15 for cases that have decided to quit before August 31.
