The Prime Minister approved the adjustment of the investment policy for the Tuyen Quang - Phu Tho expressway project, completing the upgrade from two to four lanes in 2023.
According to the decision dated May 29, phase one (two lanes) and phase two (four lanes) of the project were merged. The total investment capital for the entire four-lane route is VND3,753 billion, an increase of more than VND40 billion compared to the 2022 plan; of which the central budget capital is VND2,900 billion and the local budget is VND853 billion.
This is a route connecting to the Noi Bai - Lao Cai expressway, more than 40 km long, of which the section through Phu Tho is more than 11 km long, the section through Tuyen Quang is more than 28 km long. The Prime Minister assigned the Ministry of Planning and Investment to coordinate with the Ministry of Finance to allocate enough central capital to implement the project.
The Ministry of Transport will take over the management and operation of the main route, main intersections and works on the route. The two provinces of Tuyen Quang and Phu Tho will manage and operate the service roads and overpasses across the expressway.

The Tuyen Quang - Phu Tho Expressway project was approved by the Prime Minister in December 2019. In April 2022, the project's total investment was adjusted from VND3,110 billion to VND3,710 billion, with capital from the central and local budgets.
According to the policy from 2019, the project is divided into two phases, 2021-2023 to complete the route with a scale of two lanes; land clearance with a scale of four lanes. The second phase will be implemented after 2025, increasing to four lanes. Thus, the expressway will be completed with four lanes at least two years earlier than the previous policy.
In January, Prime Minister Pham Minh Chinh inspected the project and requested immediate investment in upgrading the Tuyen Quang - Phu Tho expressway to four lanes, with a maximum speed of 120 km/h, without waiting until 2025. The Prime Minister said that this is a route connecting to the Hanoi - Lao Cai expressway, and in the future connecting to Ha Giang, so it is very important. If only investing in two lanes, the efficiency will not be high and will not meet development requirements.
