Government 's action program on ensuring national energy security

The Government issued Resolution 328/NQ-CP dated October 13, 2025 on the Government's Action Program to implement Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045 (Program).

The program strives to achieve a number of key targets by 2030: total primary energy supply of about 150 - 170 million tons of oil equivalent; total final energy consumption of about 120 - 130 million tons of oil equivalent; energy saving ratio of total final energy consumption compared to the normal development scenario of about 8 - 10%; reduction of greenhouse gas emissions from energy activities compared to the normal development scenario of about 15 - 35%...

Speed ​​up progress and ensure quality of 4 key expressway projects

Deputy Prime Minister Bui Thanh Son signed Official Dispatch No. 197/CD-TTg   October 13, 2025 on accelerating progress for 04 expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province, Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, Huu Nghi - Chi Lang.

Decree No. 261/2025/ND-CP amends many important contents related to social housing policy.

Decree No. 261/2025/ND-CP dated October 10, 2025 of the Government amends many important contents related to social housing policy, creating favorable conditions for social housing buyers.

One of the notable new points of Decree 261/2025/ND-CP is that low-income people in urban areas, cadres, civil servants, public employees, unmarried or single workers with an average income of no more than 20 million VND/month are allowed to buy social housing.

In case of raising children under 18 years old, the maximum income is raised to 30 million VND/month. For married people, the total income of the couple does not exceed 40 million VND/month.

In addition, the Provincial People's Committee is allowed to adjust the income coefficient in accordance with local realities and issue incentive policies for households with three or more dependents.

Previously, the old regulations only allowed single people with an income of no more than 15 million VND/month, and married couples with an income of no more than 30 million VND/month to buy social housing. Therefore, raising the income level to buy social housing is consistent with price fluctuations and living costs, expanding access opportunities for civil servants, public employees, workers, and low-income people in urban areas.

At the same time, Decree No. 261/2025/ND-CP stipulates a reduction in social housing loan interest rates from 6.6%/year to 5.4%/year. Overdue debt interest rate is equal to 130% of the loan interest rate.

Requirements for smart buildings and smart urban areas

The Government issued Decree 269/2025/ND-CP dated October 14, 2025 on smart urban development.

The Decree stipulates that a smart building is a construction work that applies advanced technology, solutions, management systems and technical equipment in the design, construction and operation process to meet regulatory requirements.

Smart buildings must meet the following basic requirements:

+ Meet the requirements for environmentally friendly construction works, energy saving, climate change adaptation according to the provisions of law on construction and energy saving and efficient use.

+ Ability to connect, share data securely and seamlessly with the common ecosystem of the city or smart urban area, and the Smart Urban Monitoring and Operation Center.

+ Applying building information modeling (BIM) in the design, construction and operation management process.

+ Maintain and ensure a comfortable, secure and safe living and working environment for users through smart building management systems (BMS).

+ Ensure safety, information security, confidentiality and protection of personal data of project users.

Establishment of the Management Board of Industrial Parks and Economic Zones of Tuyen Quang Province

Deputy Prime Minister Tran Hong Ha signed Decision No. 2243/QD-TTg dated October 13, 2025 to establish the Management Board of Industrial Parks and Economic Zones of Tuyen Quang province on the basis of merging the Management Board of Industrial Parks of Tuyen Quang province and the Management Board of Economic Zones of Ha Giang province.

The Management Board of Industrial and Economic Zones of Tuyen Quang Province is an agency under the People's Committee of Tuyen Quang Province, performing the function of direct state management of industrial zones and economic zones in the province; managing and organizing the implementation of the function of providing public administrative services and other support services related to investment, production and business activities for enterprises in industrial zones according to the provisions of law.

Issuing a set of criteria to evaluate the effectiveness of science and technology, innovation and digital transformation for socio-economic development

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 2244/QD-TTg dated October 13, 2025 promulgating the set of criteria for assessing the effectiveness of science, technology, innovation and digital transformation for socio-economic development (set of criteria).

The set of criteria includes 46 criteria divided into 04 main groups (Input criteria group; Result criteria group; Efficiency criteria group; Impact criteria group) used as a basis to evaluate the effectiveness of science, technology, innovation and digital transformation activities for socio-economic development at the national level.

Regulations on National and Local Venture Capital Funds

The Government issued Decree No. 264/2025/ND-CP regulating the National Venture Capital Fund and local venture capital funds.

The national venture capital fund is established and operates under the model of a limited liability company with two or more members or a joint stock company in accordance with the provisions of the Law on Enterprises.

Local venture capital funds are established and operate in the form of enterprises under the provisions of the Law on Enterprises.

National venture capital funds and local venture capital funds have legal status, seals, and are allowed to open accounts at the State Treasury and domestic and foreign banks in accordance with relevant legal provisions.

Regulations on additional charter capital for Vietnam Development Bank

The Government issued Decree No. 266/2025/ND-CP amending and supplementing a number of articles of Decree No. 46/2021/ND-CP dated March 31, 2021 of the Government on financial management and performance assessment regime for the Vietnam Development Bank.

In particular, Decree No. 266/2025/ND-CP supplements Article 6a regulating the addition of charter capital for the Vietnam Development Bank from the following sources: state budget; development investment fund and charter capital supplement reserve fund.

Specifically, regarding the additional charter capital for the Vietnam Development Bank from the state budget , Decree 266/2025/ND-CP stipulates: Every year, the Development Bank is provided with additional charter capital from the state budget to achieve a charter capital growth rate equal to the maximum growth rate of State development investment credit assigned by the Prime Minister annually when meeting the condition of no cumulative negative difference in revenue and expenditure at the end of the year immediately preceding the year of preparing the charter capital supplement estimate.

Regarding the addition of charter capital for the Vietnam Development Bank from the development investment fund and the charter capital supplement reserve fund , the Decree stipulates as follows: Every three years, the Vietnam Development Bank shall prepare a plan to add charter capital (specifying the amount of charter capital supplement) from the development investment fund and the charter capital supplement reserve fund of the Development Bank (if any) to report to the Ministry of Finance for submission to the Prime Minister for approval after receiving comments from the State Bank of Vietnam.

Based on the charter capital supplement plan approved by the Prime Minister and the audited annual financial report of the Vietnam Development Bank, the Development Bank shall carry out the transfer from the development investment fund and the charter capital supplement reserve fund to increase the charter capital of the Development Bank.

New regulations on late payment and evasion of compulsory social insurance and unemployment insurance

The Government issued Decree No. 274/2025/ND-CP dated October 16, 2025 detailing a number of articles of the Law on Social Insurance on late payment, evasion of payment of compulsory social insurance, unemployment insurance; complaints and denunciations about social insurance.

The Decree stipulates the amount and number of days of late payment of compulsory social insurance and unemployment insurance as prescribed in Clause 1, Article 40 of the Law on Social Insurance as follows:

1. Amount of late payment of compulsory social insurance and unemployment insurance

a) Late payment according to Clause 1, Article 38 of the Law on Social Insurance: the amount of compulsory social insurance paid late is the amount of money that the employer is responsible for according to the provisions of Clause 4, Article 13 of the Law on Social Insurance and must still pay according to the registration after the latest deadline for compulsory social insurance payment prescribed in Clause 4, Article 34 of the Law on Social Insurance; the amount of unemployment insurance paid late is the amount of money that the employer is responsible for according to the registration after the latest deadline for unemployment insurance payment prescribed in the provisions of the law on unemployment insurance.

b) Late payment according to Clause 2, Clause 3, Article 38 of the Law on Social Insurance: the amount of compulsory social insurance paid late is the amount of money that the employer is responsible for according to the provisions of Clause 4, Article 13 of the Law on Social Insurance to pay for employees who have not registered to participate in social insurance within 60 days from the date of expiry of the period prescribed in Clause 1, Article 28 of the Law on Social Insurance; the amount of unemployment insurance paid late is the amount of money that the employer is responsible for paying for employees who have not registered to participate in unemployment insurance within 60 days from the date of expiry of the period of participation in unemployment insurance according to the provisions of the law on unemployment insurance.

c) Cases specified in Point a and Point b, Clause 1, Article 39 of the Law on Social Insurance but not considered as evasion of payment under this Decree: the amount of compulsory social insurance premiums paid late is the amount of premiums that the employer is responsible for as prescribed in Clause 4, Article 13 of the Law on Social Insurance and must pay for the employee during the period of not participating in social insurance; the amount of unemployment insurance premiums paid late is the amount of premiums that the employer is responsible for as prescribed in the law on unemployment insurance during the period of not participating in unemployment insurance.

d) Cases specified in Point c, Point d, Point dd, Point e, Point g, Clause 1, Article 39 of the Law on Social Insurance but not considered as evasion of payment under this Decree: the amount of late payment of compulsory social insurance and unemployment insurance is determined according to the provisions in Point a, Clause 1 above.

2. Number of days late in paying compulsory social insurance and unemployment insurance

The number of days of late payment of compulsory social insurance and unemployment insurance is determined starting from the day after the deadline for registration to participate in social insurance and the latest deadline for payment of social insurance as prescribed in Clause 1, Clause 2, Article 28 and Clause 4, Article 34 of the Law on Social Insurance or after the latest deadline for payment of unemployment insurance as prescribed by the law on unemployment insurance.

Guidelines for state budget expenditure on science, technology and innovation activities

The Government issued Decree No. 265/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on finance and investment in science, technology and innovation.

According to the guidance in Decree No. 265/2025/ND-CP, the content of the state budget for investment in development for science, technology and innovation activities includes:

- Investment expenditures for developing science, technology and innovation infrastructure by sector, field and public investment object are implemented according to the provisions of the Decree detailing the implementation of a number of articles of the Law on Public Investment.

- Provide charter capital for national venture capital funds and local venture capital funds in accordance with the laws on science, technology and innovation.

- Other development investment expenditure tasks as prescribed by law to support, invest, cooperate and assign tasks to Vietnamese enterprises to develop strategic technologies are estimated annually according to the provisions at Point b, Clause 1, Article 8 of this Decree, including: Tasks specified at Points a, b and c, Clause 1, Article 36 of the Law on Science, Technology and Innovation; support enterprises to invest in research and development projects and production of digital technology products of key and strategic nature.

- Other investment activities serving the development of science, technology and innovation; other extraordinary investment tasks under the direction of the Party and State.

Regulations on establishment, participation in establishment of enterprises, and capital contribution to enterprises to commercialize research results

The Government issued Decree 271/2025/ND-CP regulating the establishment, participation in the establishment of enterprises, and capital contribution to enterprises to commercialize scientific research results and technology development in Hanoi.

This Decree details Clause 4, Article 23 of the Law on the Capital City on the following contents:

- Establishing, participating in establishing enterprises, contributing capital to enterprises to commercialize scientific research results, developing technologies under intellectual property rights of public universities, public vocational training institutions, other public scientific and technological organizations in Hanoi (hereinafter referred to as public institutions).

- The civil servants working at the above-mentioned public establishments may contribute capital, participate in the management and operation of enterprises established by such public establishments, and participate in the establishment with the consent of the head of such public establishments.

Process of selecting breakthrough initiatives for science and technology development, innovation and digital transformation

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 2266/QD-TTg dated October 14, 2025 of the Prime Minister promulgating the Process of selecting breakthrough initiatives according to the Strategic Action Plan to implement Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation.

As a rule, a breakthrough initiative must meet the following requirements:

- Novelty and creativity: Has a distinct element that is superior to existing solutions.

- Breakthrough: Solves major bottlenecks and challenges in institutions, technology, resources or development models.

- Feasibility: Ensure feasibility in terms of technology, resources and have a clear implementation roadmap.

- Impact and spillover: Has the potential to create positive, far-reaching influence and contribute to the implementation of key indicators (KPIs) of the Strategic Action Plan.

- Ability to mobilize resources: Has the ability to strongly attract resources from society.

Preferential policies for talented young scientists and engineers

Decree No. 263/2025/ND-CP of the Government stipulates many preferential policies for talented young scientists and talented young engineers. Specifically:

Preferential policies for talented young scientists include:

a) Priority in recruitment into civil service;

b) Be facilitated to form strong research groups and allocated funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks;

c) Priority in being sent and having expenses paid for internships and short-term work abroad;

d) Be considered by competent authorities to be assigned to be in charge of science, technology and innovation tasks;

d) Enjoy other preferential policies according to Government regulations.

Incentive policies for talented young engineers include:

a) Priority in recruitment as civil servants, entitled to additional allowances equal to 150% of the current salary coefficient within 05 years from the date of recruitment decision; additional allowances are not used to calculate compulsory social insurance, health insurance, and unemployment insurance contributions;

b) Be facilitated to form strong research groups and allocated funding to implement research ideas in specialized fields with expenditure contents according to regulations on expenditure for performing scientific research and technology development tasks;

c) Priority in being sent and having expenses paid for internships and short-term work abroad; support in paying for training and improving qualifications abroad;

d) Be considered by competent authorities for assignment of science, technology and innovation tasks.

Improving the quality of preschool education in urban areas and industrial zones

Deputy Prime Minister Le Thanh Long signed Decision No. 2270/QD-TTg dated October 14, 2025 approving the Program "Improving the quality of preschool education in urban areas and industrial parks for the period 2025 - 2035, with a vision to 2045".

The program is implemented in urban areas as prescribed; areas with industrial parks, export processing zones, economic zones, high-tech zones, industrial clusters, and places with many workers as prescribed by law (hereinafter referred to as industrial parks). The subjects of application are preschool children; managers; preschool teachers and staff; parents or guardians of children (hereinafter referred to as parents of children); preschool educational establishments; and relevant organizations and individuals.

Improving the quality of education and training for ethnic minorities in the Central Highlands

Deputy Prime Minister Le Thanh Long signed Decision No.   2269/QD-TTg dated October 14, 2025 approving the Program "Improving the quality of education and training for ethnic minorities in the Central Highlands".

The program focuses on goals and solutions to improve the quality of preschool education, general education and continuing education in the Central Highlands in the provinces of Dak Lak, Gia Lai, Quang Ngai and Lam Dong, ensuring the subjects and scope according to the orientation in Resolution No. 23-NQ/TW dated October 6, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Central Highlands region to 2030, with a vision to 2045.

The program aims to have 99.5% of preschool children attend school 2 sessions/day; the rate of attendance at the right age at primary school is 99.5%, at secondary school is 97%; 100% of general education facilities with ethnic minority students organize activities for students to learn about ethnic minority culture in schools; ethnic minority students are taught the language and writing of their own ethnic group and the language of neighboring countries according to the needs and regulations of the Ministry of Education and Training...

Criteria for determining villages, communes, and provinces in ethnic minority areas

Criteria for determining villages, communes, and provinces in ethnic minority areas

The Government issued Decree No. 272/2025/ND-CP dated October 16, 2025 on demarcation of ethnic minority and mountainous areas for the 2026-2030 period.

In particular, the Decree clearly stipulates the criteria for determining villages, communes, and provinces in ethnic minority areas as follows:

1. An ethnic minority village is a village where 15% or more ethnic minorities live stably in a community.

2. An ethnic minority commune is a commune that meets at least one of the following two criteria:

a) 15% or more of ethnic minorities live stably;

b) There are 4,500 or more ethnic minorities living stably.

3. An ethnic minority province is a province that meets at least one of the following two criteria:

a) 15% or more of ethnic minorities live stably;

b) 2/3 or more of the communes are ethnic minority communes.

Regulations on the number of deputies in specialized departments and Public Administration Service Centers at the commune level

According to Resolution No. 332/NQ-CP dated October 15, 2025, specialized departments and equivalent positions, Public Administration Service Centers under the People's Committees of communes, wards, and special zones of provinces and centrally run cities (hereinafter referred to as the People's Committees at the commune level) are arranged with an average of 02 deputy levels; in which, the leaders of the Public Administration Service Center at the commune level include the Director (the Vice Chairman of the People's Committee at the commune level does not concurrently hold the position of Director of the Public Administration Service Center at the commune level) and Deputy Directors equivalent to Deputy Heads of Departments under the People's Committees at the commune level.

Conditions for establishing scientific and technological organizations

The Government issued Decree No. 262/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Science, Technology and Innovation on information, statistics, assessment, digital transformation and general issues.

The Decree stipulates that scientific and technological organizations are established when they fully meet the following conditions: Organization and operation charter; Scientific and technological human resources; Material and technical facilities.

Regulations on agencies performing the function of People's Public Security inspection

The Government issued Decree 273/2025/ND-CP dated October 16, 2025 regulating the organization and operation of the People's Public Security Inspectorate.

According to regulations, the Inspectorate of the Ministry is responsible for assisting the Minister of Public Security in state management of inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity in the People's Public Security; performing inspection tasks for agencies, organizations and individuals under the management and within the scope of state management of national security protection, ensuring social order and safety of the Ministry of Public Security; performing the tasks of receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste and negativity according to the provisions of law.

The Ministry Inspectorate has a Chief Inspector, Deputy Chief Inspector, Inspectors and professional and technical officers and non-commissioned officers.

The Prime Minister agreed to the plan to take 9 consecutive days off for the Lunar New Year.

The Government Office issued Document No. 9859/VPCP-KGVX dated October 13, 2025 conveying the opinion of Prime Minister Pham Minh Chinh on Lunar New Year and National Day holidays in 2026.

Specifically, Prime Minister Pham Minh Chinh agreed with the proposal of the Ministry of Home Affairs on the plan for Lunar New Year and National Day holidays in 2026. The Minister of Home Affairs shall notify administrative agencies, public service agencies, political organizations, socio-political organizations, enterprises and workers according to regulations.

According to the proposal of the Ministry of Home Affairs, civil servants and public employees will have Lunar New Year holidays from Saturday, February 14, 2026 (December 27, year of the Snake) to Sunday, February 22, 2026 (January 6, year of the Horse). Thus, the Binh Ngo Lunar New Year holiday will last 9 consecutive days, including 5 Tet holidays according to the provisions of the Labor Code and 4 weekend days.
