New direction of the Chairman of the Ho Chi Minh City People's Committee on relocating houses along the canal

(NLDO)- Ho Chi Minh City is urgently developing a project to relocate all houses on and along rivers, canals and streams; in the next 6 years, more than 46,000 houses along canals will be relocated.

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the City People's Committee Phan Van Mai at the meeting of the Steering Committee and Working Group to develop a Project to relocate all houses on and along rivers, canals and ditches in the city, carry out urban beautification, and exploit land funds for economic development (1st meeting).

Accordingly, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai - Head of the Steering Committee for the Project, concluded that the goal of the project is to strive and be determined to basically relocate and resettle all 46,452 apartments on and along rivers, canals and streams in the area by 2030; clear the flow, improve environmental sanitation, carry out urban beautification, and exploit land funds for economic development.

To achieve the above objectives, two key tasks are identified: relocating and resettling all households on and along rivers, canals and ditches, and implementing urban beautification, combined with exploiting land funds for economic development.

From there, determine the criteria, scope and list of affected households with the view of building a compensation and support policy in the direction that houses and land that meet the conditions will be compensated at market price and make maximum use of support policies according to regulations to relocate and clear houses and land within the scope of project implementation.

Complete the legal basis, planning... to inform, propagate and mobilize people to agree and support the project implementation.

The Chairman of the Ho Chi Minh City People's Committee requested the members of the Steering Committee and the Working Group to carefully study the documents, comments and propose additional contents to be noted for effective implementation of the project; send them to the Department of Construction and the Institute for Development Studies before December 15. From December 20, the Department of Construction and the Institute for Development Studies will continue to complete the documents and sign and issue them according to their authority to implement the next steps.

The Chairman of the People's Committee of the district, town and Thu Duc City urgently reviews and determines the location of the boundary for relocating houses on and along rivers, canals and streams; proposes the location of land plots that need to be renovated and exploited for economic development based on legal research on land acquisition and planning. Note to avoid abusing the clearance of houses and land of the people and the use of land areas of parks and green trees.

At the same time, research and promote creative thinking, propose good practices and effective implementation methods suitable to the practical situation of each locality; send documents to the Department of Planning and Architecture before December 30.

The Department of Planning and Architecture reviews the list of locations and land plots proposed by the People's Committees of districts, towns and Thu Duc City, urgently studies planning solutions to effectively exploit land value; reviews other land funds managed by the State that are not used effectively to review planning, propose auctions to create more resources to implement the project.

The Department of Natural Resources and Environment continues to review the list of other land funds managed and used ineffectively by the city to propose auctions to create funding sources to implement the project.

The construction of the above project is a very meaningful and important work of the city.

Therefore, the Head of the Steering Committee for the Project development requested the members of the Steering Committee and the Working Group to enhance their sense of responsibility, focus on leadership and direction, and make efforts to carry out assigned tasks with a decisive and urgent spirit; ensuring the highest efficiency and quality of work handling, on time and on schedule as agreed upon by the Steering Committee and the Working Group.

The Chairman of the Ho Chi Minh City People's Committee assigned the Chairman of the District 8 People's Committee to continue completing the Project on investment in the construction of social housing projects and compensation policies for the relocation of houses on and along rivers, canals and ditches throughout District 8.

District 8 submitted to the Steering Committee for consideration and approval of implementation at the December 2024 meeting. Completion date is before December 25.
