Thaigroup withdraws research proposal for Can Gio bridge project, Thu Thiem 4, Phu My 2

Thaigroup Corporation has just sent a document to the People's Committee of Ho Chi Minh City requesting to withdraw the proposal to research and implement investment projects to build Can Gio Bridge, Thu Thiem 4 Bridge and Phu My 2 Bridge.

According to Thaigroup Corporation, in July 2025, the company submitted a document proposing to implement the investment project to build Thu Thiem 4 Bridge, Can Gio Bridge, and Phu My 2 Bridge. After that, the company received feedback and instructions from the City about the projects.

In the document, the company thanked Ho Chi Minh City and related departments and agencies for their prompt response to the proposals. At the same time, they created favorable conditions, provided documents and related information so that the company could have the opportunity to access the project.

However, based on project information, research on regulations and investment development orientation, the enterprise would like to withdraw its proposal to participate in research and implementation of previously proposed projects in order to research and propose more suitable investment options.

Previously, immediately after receiving the proposal, the Ho Chi Minh City Department of Finance consulted with relevant departments and provided guidance and feedback to Thaigroup Corporation on the proposal.

The Department acknowledges and appreciates the enterprise's proposal to participate in research and investment for the above bridges. These are key works and projects of the city, with large scale. Once completed, they will contribute to promoting socio -economic development, creating a new traffic axis connecting Ho Chi Minh City and Dong Nai province (for Phu My 2 bridge).

Currently, the Can Gio Bridge and Thu Thiem 4 Bridge projects have been assigned by the City to the Department of Construction to perform the task of preparing the project, responsible for preparing and submitting for appraisal the pre-feasibility study report, feasibility study report and performing other related tasks.

Regarding Phu My 2 Bridge, recently the leaders of the Ho Chi Minh City People's Committee and the leaders of the Dong Nai Provincial People's Committee have agreed on the policy of researching investment under the public-private partnership (PPP) method. The City has also had a policy and assigned the Department of Finance to coordinate with departments and branches to research and assign a state agency to prepare a pre-feasibility study report and propose an investment policy for the project according to regulations.

According to regulations, one of the conditions for a public-private partnership (PPP) project proposed by an investor is that it "does not overlap with a PPP project for which a competent authority is preparing a pre-feasibility study report, or has approved another investor to prepare a pre-feasibility study report".

Therefore, according to the HCM City Department of Finance, if Thaigroup Corporation is interested in the above projects, it can register to implement the project while the city organizes a survey of investors' interest according to regulations.

Many investors are interested in Can Gio Bridge, Phu My 2 Bridge, Thu Thiem 4 Bridge projects.

The Can Gio Bridge, Thu Thiem 4 Bridge, and Phu My 2 Bridge projects are key projects that are currently attracting the attention and proposals of many investors. For the Can Gio Bridge, in addition to Thaigroup, Masterise Group and Trungnam Group are also interested in making proposals.

Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) and Trungnam Group have also proposed Thu Thiem 4 Bridge. Masterise Group has proposed to participate in the Phu My 2 Bridge project.
