Preferential policies for teachers: Need to create clear mechanisms

GD&TĐ - To contribute to increasing teachers' income, according to many experts, the State needs to create clear mechanisms and give more autonomy to schools, instead of just relying on salaries.

Motivating teachers to contribute

The Education sector has been implementing many solutions to increase income, helping teachers feel secure in their work and stay with the profession for a long time. Although there are still many difficulties, each school and locality is trying to find and apply flexible ways of working, creating the best conditions for teachers to be more motivated to contribute.

Ms. Pham Bich Nga - Founder, Chairwoman of the Board of Directors of Ngoi Sao Hoang Mai School ( Hanoi ) said that in the journey of sustainable development, the school always considers the staff, teachers and employees as the center. Besides creating a professional working environment and career development opportunities, the school leaders base on internal resources to care for the material and spiritual life of teachers.

Currently, the school has handed over a new public housing on Nghiem Xuan Yem Street with 17 rooms fully equipped with modern furniture, fire protection system meeting safety standards to serve teachers in need; each room is arranged for two people. The location right next to the school helps teachers and staff to move conveniently, saving time and effort.

“The school is not only a workplace, but also a second home - where teachers are cared for, shared and attached for a long time. Public housing not only has material significance, but also has profound spiritual value, affirming the humanistic philosophy in management of Ngoi Sao Hoang Mai: Caring for people is the foundation for building a happy educational environment,” Ms. Nga expressed.

In addition, teachers of Ngoi Sao Hoang Mai School also have free breakfast and lunch at school; there is a preferential tuition policy for children of teachers and staff. Every year, the school rewards three times at the beginning of the new school year, November 20 and Lunar New Year. On holidays and Tet, the school has gifts to encourage the staff along with excursions and picnics to increase cohesion.

From practical work, Ms. Phan Thi Hang Hai - Principal of Kim Ngoc High School ( Phu Tho ) said that reforming the salary scale and bonus mechanism based on labor capacity associated with teachers' teaching efficiency is very necessary. Teachers' salaries must be given the highest priority in the administrative salary scale and grade system, according to the spirit of Resolution No. 29-NQ/TW of the Central Committee.

Building a salary and bonus mechanism based on job position, labor productivity and teaching efficiency, instead of just seniority, will contribute to encouraging good teachers who are dedicated to their profession. At the same time, regimes such as seniority allowances and career allowances corresponding to each level of education need to be guaranteed to increase teachers' income.

The State needs to increase salaries in the spirit of the Law on Teachers and Resolution No. 71-NQ/TW of the Politburo; develop a reward mechanism according to the level of task completion (from July 2024, there will be a reward mechanism according to Decree No. 73/2024/ND-CP, but the level of funding provided needs to be increased compared to present); at the same time, support housing policies for newly graduated teachers with low salary coefficients; and policies on business travel expenses, conferences, and seminars also need to be adjusted to increase.

To put policy into practice

Mr. Pham Quoc Bao - Principal of Nam Cha Primary School (Muong Mo, Lai Chau) shared that for many reasons, many schools in the highlands still lack teachers. With love for children and dedication to the profession, many teachers do not mind the hardships, determined to stay in the village to "sow" knowledge to the students here.

“In schools in mountainous areas, teachers only rely on monthly salaries and allowances. The government also has a policy on public housing for teachers, but it needs to be supplemented because many buildings are old and do not meet the living needs of teachers. Hopefully, in the future, authorities at all levels will pay more attention to teachers' lives,” said Mr. Pham Quoc Bao.

As an expert from the Education Management Network without Borders (EdulightenUp), Mr. Dao Chi Manh emphasized the importance of improving the lives of teachers. He supported the idea of ​​rewarding teachers based on their capacity and work efficiency to create more motivation for dedication. At the same time, the State needs to create more clear and flexible mechanisms to increase income for this team.

According to Mr. Manh, each teacher has his or her own abilities. If they are good at art, sports or teaching life skills, the school should create the right conditions and environment for teachers to develop their abilities, thereby increasing their income in a legitimate way. To do this, school leaders must have guidance, motivation and the support of parents and teachers.

“Each teacher needs to constantly innovate and become a better version of themselves to create more opportunities to increase their income. When teachers know how to proactively adapt to all situations, they will contribute to inspiring students to become citizens who know how to manage time and work effectively. Teachers are living examples for students to follow,” Mr. Dao Chi Manh analyzed.

Currently, most schools cannot generate additional income for teachers due to the mechanism. Only a few non-public schools have support policies to retain teachers.
