The Government Office issued Notice No. 530/TB-VPCP dated October 3, 2025, concluding the conclusion of Deputy Prime Minister Mai Van Chinh at the working session with the leaders of Tay Ninh province.

In the Announcement, the Deputy Prime Minister acknowledged and commended the outstanding results that Tay Ninh has achieved in socio -economic development in recent times, making an important contribution to the overall results of the whole country. The economic growth rate (GRDP) in the first 6 months of 2025 increased by 9.63% (higher than the national average), ranking first in the Southeast region and among the leading group in the country (7/34); the economic scale ranked 10/34, showing that the scale and competitiveness of the economy continued to be raised after the merger.

Tay Ninh innovates growth model towards green economy, digital economy, circular economy.

In the first 9 months of 2025, agricultural production maintained positive growth, the industrial production index (IIP) increased by 15.17%; exports reached 13 billion USD, up 9.5%; total retail sales of goods and consumer service revenue increased by 15.46%; 3,140 new enterprises were established (up 51%), with a total capital of nearly 21,943 billion VND (up 98%). Total state budget revenue reached 37,413.8 billion VND, reaching 100.5% of the central budget estimate. The public investment disbursement rate reached 50.21% (higher than the average of localities nationwide).

The work of improving the investment environment and removing difficulties for enterprises continues to receive attention, is being implemented synchronously and effectively. The progress of implementing key national projects, projects of regional connectivity, and breakthrough programs such as: Ho Chi Minh City Ring Road 3 through Tay Ninh province, Ho Chi Minh City Ring Road 4, and the component project to support resettlement of the Ho Chi Minh City - Moc Bai expressway through Tay Ninh province is being accelerated.

Complete the social housing target assigned by the Prime Minister by 2025. Social security is ensured, national defense - security, social order and safety are maintained, creating a favorable environment for development.

However, in addition to the positive results achieved, Tay Ninh still has limitations, difficulties and challenges that need to be overcome such as: Development achievements are not yet sustainable, transport infrastructure is not yet synchronous and modern; budget revenue is not commensurate with potential and advantages; domestic revenue still depends largely on land, land use, "one-time" revenue instead of regular and stable revenue; science and technology, innovation, digital transformation are still low; lack of high-quality human resources.

To continue to remove difficulties and obstacles, promote production and business, disburse public investment capital, implement national target programs, and achieve the set growth target for 2025, the Deputy Prime Minister requested Tay Ninh province to continue to resolutely, synchronously, and effectively implement the tasks and solutions set out in all fields.

Tay Ninh continues to promote economic restructuring

In particular, the province needs to vigorously implement important strategic resolutions of the Politburo such as Resolutions No. 57, 59, 66, 68, 70, 71, 72. The Deputy Prime Minister also requested Tay Ninh to promote public-private cooperation, attract investment resources to develop synchronous, modern infrastructure, connect regions, effectively exploit potential strengths, create new space and resources for development. Deputy Prime Minister Bui Thanh Son signed Decision No. 2170/QD-TTg dated October 2, 2025 on the consolidation of the Vietnam Subcommittee in the Vietnam - Russia Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center.

According to the Decision, the Deputy Minister of National Defense is the Chairman of the Sub-Committee.

The Vice Chairmen of the Sub-Committee include: Deputy Minister of Science and Technology; Vice President of the Vietnam Academy of Science and Technology; Director of the Department of Military Science, Ministry of National Defense.

The members of the Sub-Committee include: Deputy Director of the Department of International Relations, Government Office; Director of the Department of National Defense, Security, and Special Affairs, Ministry of Finance; Director of the Department of Science and Technology, Ministry of Agriculture and Environment; Director of the Department of International Cooperation, Ministry of Health; Director of the Department of International Cooperation, Ministry of Education and Training; Deputy Director of the Department of Europe, Ministry of Foreign Affairs; Director General of the Vietnam - Russia Tropical Center, Ministry of National Defense; Director of the General Department of Logistics and Engineering, Ministry of National Defense; Director of the Department of Military Medicine, Ministry of National Defense; Director of the Military Medical Academy, Ministry of National Defense; Head of the Department of Foreign Affairs, Ministry of National Defense; Head of the Office of the Ministry of National Defense.

The Standing Committee of the Sub-Committee includes: Chairman, Vice Chairmen, General Director of the Vietnam - Russia Tropical Center and Secretary of the Sub-Committee. The Secretary of the Sub-Committee is the Chief of Office of the Vietnam Sub-Committee.

This Decision takes effect from the date of signing (October 2, 2025). The Chairman, members of the Sub-Committee and Heads of relevant agencies are responsible for implementing this Decision; organizing the activities of the Sub-Committee in accordance with Decision No. 30/2016/QD-TTg dated July 28, 2016 of the Prime Minister.
