Vice Chairman of Hue City People's Committee Hoang Hai Minh directed units to respond to heavy rain.

The report at the working session of the Department of Irrigation and Climate Change showed that due to the influence of the low trough running through the Central region, in Hue City there was rain, moderate rain, scattered heavy rain, in some places very heavy rain and thunderstorms.

Total rainfall from 8:00 a.m. on October 15 to 8:00 a.m. on October 16 was generally 30-180 mm, higher in some places such as: Rao Trang Hydropower Basin over 4,190 mm, Bach Ma National Park 283 mm.

Hue City Hydrometeorological Station forecasts that from October 19 to 25, 2025, due to the influence of the tropical convergence zone with an axis passing through the Central region, combined with cold air strengthening to the East and disturbances in the upper East wind zone, from the evening of October 19, 2025, on the mainland of Hue City, there is a possibility of a large-scale heavy rain, lasting for many consecutive days and possibly lasting until the end of October 2025.

There will be strong winds, big waves, rough seas at sea; beware of thunderstorms, tornadoes, lightning and strong gusts. Total rainfall from October 16 to 25, 2025 is 400-600 mm, in some places 800 mm. Water levels on river banks in the city are low, below alert level I. Irrigation and hydroelectric reservoirs in the city are safe. Irrigation and hydroelectric reservoirs currently have plans to proactively operate safely the works and downstream areas according to heavy rain scenarios.

In addition to the direction of relevant departments, agencies and branches, all 40 communes and wards in Hue City have had plans to respond to natural disasters; checked and reviewed each type of natural disaster that could occur in the area according to the "4 on-site" motto, especially plans and scenarios to respond to storms, heavy rains, floods, landslides and flash floods.

Water levels in rivers and streams in Phu Loc are rising.

Many types of materials, vehicles, equipment, and necessities have also been stockpiled to ensure logistics and flood response. The City Military Command maintains 2,917 officers and soldiers (of which, regular troops: 1,797 comrades; mobile militia: 1,120 comrades) along with many ships, boats, and vehicles to be ready to respond. The City Police maintain 2,000 officers, 50 canoes, 60 boats, 24 fire trucks, 57 chainsaws, 141 generators, 2,000 life jackets and other tools and equipment to ensure response to heavy rain.

During the working session, Vice Chairman of Hue City People's Committee, Permanent Deputy Head of Hue City Civil Defense Command Hoang Hai Minh noted: Units, departments, branches, and localities must proactively prepare response plans, absolutely not be passive or surprised, especially in the case of flooding due to heavy rain in vulnerable, low-lying areas; prepare plans to evacuate people in areas at risk of flash floods and landslides along rivers, streams, and mountains.
