Previously, at the talks between General Secretary Nguyen Phu Trong and President Biden on the afternoon of September 10, right after the official welcoming ceremony, Vietnam and the US decided to establish a Comprehensive Strategic Partnership, after 10 years of maintaining the Comprehensive Partnership. General Secretary Nguyen Phu Trong and US President Joe Biden agreed that the most important factors for the development of Vietnam-US relations are full respect for the basic principles guiding the bilateral relationship, including respect for the United Nations Charter, international law and each other's political institutions , independence, sovereignty and territorial integrity. The General Secretary emphasized that mutual understanding, each other's circumstances, respect for each other's legitimate interests and non-interference in each other's internal affairs are always important.
