National Assembly Chairman Tran Thanh Man holds talks with Cuban National Assembly Chairman Esteban Lazo Hernández

On the afternoon of September 30, at the National Assembly House, National Assembly Chairman Tran Thanh Man chaired the welcoming ceremony for President of the National Assembly of People's Power and President of the Council of State of Cuba Esteban Lazo Hernández on an official visit to Vietnam.

Immediately after the welcoming ceremony, the two National Assembly Chairmen held talks.

In a friendly atmosphere, National Assembly Chairman Tran Thanh Man and National Assembly Chairman Esteban Lazo Hernández shared about the situation in each country and the recent activities of the two National Assemblies, discussed directions and measures to continue strengthening the special friendship, solidarity, and comprehensive cooperation between the Party, State, National Assembly and people of Vietnam and Cuba, as well as regional and international issues of mutual concern.

National Assembly Chairman Tran Thanh Man was delighted and warmly welcomed National Assembly Chairman Esteban Lazo Hernández and the high-ranking delegation of the Cuban National Assembly on their official visit to Vietnam, especially on the occasion of Vietnam celebrating the 80th anniversary of the successful August Revolution, Vietnam's National Day on September 2, and the two countries celebrating the 65th anniversary of the establishment of diplomatic relations (December 2, 1960 - December 2, 2025), the "Vietnam-Cuba Friendship Year"; he believed that this visit by the Cuban National Assembly Chairman would contribute to further deepening the exemplary relationship between the two countries in general and the two National Assemblies in particular.

National Assembly Chairman Tran Thanh Man affirmed that he always attaches importance to and wishes to further deepen the special traditional relationship and comprehensive cooperation with the brotherly country of Cuba; highly appreciates and congratulates the positive achievements that the Party, State, National Assembly and people of the brotherly country of Cuba have achieved since the 8th Congress of the Communist Party of Cuba up to now, overcoming many challenges to continue to firmly defend the Fatherland and steadfastly on the path of building a socialist Cuba.

On behalf of the leaders of the Party, State, National Assembly and people of Cuba, the President of the National Assembly of Cuba expressed solidarity and shared with the country and people of Vietnam about the difficulties and severe consequences of the recent storms No. 9 and No. 10. The President of the National Assembly of Cuba sincerely thanked the leaders of the National Assembly of Vietnam for their solemn, warm and thoughtful welcome, demonstrating the special friendship, traditional solidarity and comprehensive cooperation between Vietnam and Cuba; and thanked the Party, State, National Assembly and people of Vietnam for their sincere and pure solidarity and support, both spiritually and materially, for the Cuban revolutionary cause in the cause of protecting, building and developing the country, especially in times of many challenges and difficulties. Expressing his sincere thanks for the participation and support of the Vietnamese people and the donation and support movement for Cuba launched by the Vietnam Fatherland Front and implemented by the Vietnam Red Cross, the President of the Cuban National Assembly considered this a manifestation of the deep solidarity and special relationship between the two countries, and said that he would use this meaningful aid to solve the most urgent socio-economic problems, serving to improve people's lives.

President of the Cuban National Assembly Esteban Lazo Hernández congratulated Vietnam on successfully organizing important commemorative activities in 2025; affirmed that the Party, State, National Assembly and people of Cuba have full confidence that the Vietnamese people, under the leadership of the Communist Party of Vietnam, will successfully implement the goals set by the 13th National Congress, achieving even greater achievements in the country's new development era.

The two leaders reviewed the overall bilateral agenda and agreed on measures to strengthen cooperation between the two countries in general and the two National Assemblies in particular in the spirit of "jointly accompanying, cooperating and developing together"; agreed to assess the vibrant and substantial development of the special friendship between Vietnam and Cuba in recent times in the context of complicated developments in the world situation, demonstrating the "exemplary" relationship between the two countries in international relations.

The two sides were pleased to see that the good political-diplomatic relations, solidarity, and trust between the two countries have reached a new level of development, depth and substance in all three channels of Party diplomacy, State diplomacy and people-to-people diplomacy through two State visits by General Secretary and President To Lam in September 2024 and First Secretary and President Miguel Diaz-Canel in September 2025. Economic-trade and investment relations have made remarkable progress in essential areas for the Cuban economy, in a practical and effective direction, with initial success in implementing a number of important cooperation projects, in line with the needs and potential of each side in the fields of agriculture-food, biotechnology-pharmaceuticals, renewable energy, and consumer goods production. Cooperation in the fields of culture, education, people-to-people exchange and between levels from the central to local levels has increasingly become deeper, more substantial and diverse.

The two National Assembly Chairmen assessed that the relationship between the two legislative bodies has been consolidated and enhanced through regular and flexible exchange of information and experience sharing at parliaments at all levels in organizing the activities of the National Assembly, building institutions, the legal system, supervising the implementation of laws, and deciding on important issues of the country.

The two National Assembly Chairmen agreed to continue to support the exchange of delegations at all levels in the coming time, regularly maintain cooperation mechanisms between the two Parties, Governments, National Assemblies and bilateral political-diplomatic, economic-trade and defense mechanisms. The two sides also agreed to continue to coordinate to promote the effective implementation of legal policies to support businesses, increase investment in areas suitable to the needs, conditions and capacity of each country; facilitate and supervise the effective implementation of agreed key cooperation projects; and concretize other potential cooperation areas such as tourism, telecommunications, digital transformation, etc.

The two sides agreed to enhance the exchange of experiences between the two countries and the two National Assemblies in law-making, implementing major policies of the Party in the New Era, preparing and effectively implementing the Party Congresses of Vietnam and Cuba in 2026; sharing experiences, encouraging business development, attracting foreign investment, financial management, developing agricultural production, applying science and technology, digital transformation and other areas of mutual interest to the two National Assemblies, thereby contributing to consolidating, diversifying and improving the effectiveness of the comprehensive cooperation relationship between Vietnam and Cuba.

The two leaders also agreed to create conditions and encourage people's organizations and localities to maintain regular relations, coordinate to effectively implement agreements and commitments between the leaders of the two countries, and promote new cooperation methods, focusing on practical effectiveness, while continuing to propagate, mobilize people and educate the young generation of the two countries about the tradition of exemplary Vietnam-Cuba relations.

The two National Assembly Chairmen discussed international and regional issues of mutual concern, and agreed to continue consultation, close coordination and mutual support at international organizations and multilateral forums of which the two National Assemblies are members, especially at the Inter-Parliamentary Union General Assembly.

On this occasion, National Assembly Chairman Tran Thanh Man conveyed his regards to Cuban Revolutionary Leader, General Raul Castro Ruz and other high-ranking Cuban leaders. National Assembly Chairman Esteban Lazo Hernández invited National Assembly Chairman Tran Thanh Man to pay an official visit to Cuba. National Assembly Chairman Tran Thanh Man sincerely thanked him and happily accepted the invitation.

On the same evening, National Assembly Chairman Tran Thanh Man hosted a reception to welcome Cuban National Assembly Chairman Esteban Lazo Hernández and the Cuban delegation on an official visit to Vietnam.
*On the morning of October 1, the National Assembly Chairmen of the two countries will co-chair the second meeting of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee.
