People flock to change their driver's licenses in Ho Chi Minh City.
On October 10, speaking with VietNamNet, Mr. Ngo Dinh Quang - Head of the Department of Driver's License Examination and Issuance Management (Ho Chi Minh City Department of Transport) said that recently in the city, there has been a situation where people have rushed to change their driver's licenses.
The reason given was that the driving license renewal facility at 252 Ly Chinh Thang (Ward 9, District 3) temporarily stopped operating for about a month for repairs, so people flocked to the document reception point at 8 Nguyen Anh Thu (Trung My Tay Ward, District 12) and 111 Tan Son Nhi (Tan Son Nhi Ward, Tan Phu District), causing the place to be overloaded.
On the other hand, Mr. Quang said that according to the provisions of Circular 32/2023 of the Ministry of Public Security , in the patrol and control work of the Traffic Police, there is a regulation that allows them to check documents on the VNeID application, it is not necessary to present documents. Therefore, to facilitate the implementation of level 2 identification integrating all types of documents, including driver's licenses into the VNeID application, people are rushing to change their driver's licenses to PET cards accordingly.
“Previously, most people's paper driving licenses were issued from their ID numbers, so they could not be integrated into the VNeID application. Therefore, to integrate the information, people had to switch to PET cards.
Besides, paper driving licenses are not yet available on the national database, so people cannot exchange them online but have to go to the driving license exchange points to complete the procedure, causing long queues," said Mr. Quang.
The leader of the Department of Driving Test Management and License Issuance said that the draft Law on Road Traffic Order and Safety, drafted by the Ministry of Public Security, has not yet been approved by the National Assembly .
“Regarding the change of driver's license to integrate data, when participating in traffic, people can use the data that has been integrated into the VNEID application to present to the competent authority, and the competent authority will re-check the documents.
If not integrated, people can still use valid paper vehicle registration and driving licenses. No agency requires a mandatory change,” Mr. Quang emphasized.
However, Mr. Quang said that if people need to change their driver's license, the Department of Transportation will have a solution, working with the City Post Office to open points to receive documents. At the same time, the Department will also increase staff for the driver's license change points to serve people's needs.
Accordingly, the procedure for changing a driving license from paper to a PET card only requires an application to change the driving license, a photocopy of the driving license and a chip-embedded ID card; the fee is 135,000 VND according to regulations of the Ministry of Finance.
As reported by VietNamNet, according to Article 49 of the draft Law on Road Traffic Order and Safety drafted by the Ministry of Public Security, traffic participants must carry documents such as driver's license, vehicle registration, inspection certificate, and insurance certificate. In case the information of any documents has been integrated into the electronic identification account or ID card, the driver does not have to carry them.
With the above regulation, drivers will not need to carry vehicle documents when they have integrated these documents into their VNeID account. Authorities only check vehicle and driver information through this application.
Many people in Ho Chi Minh City heard rumors that they were required to change to PET cards, and were worried that the high demand for the change would cause difficulties in the future, so they rushed to do it early, causing overload at driving license exchange points.
According to Mr. Nguyen Anh Dung - Vice Principal of Tien Bo Traffic College, the situation of people rushing to change their driver's licenses has been going on for about a week now.
This point only receives 400 applications per day, but now it has doubled its capacity. At the same time, the application reception staff has also increased their working hours from 7:30 to 20:00 every day to serve the needs of the people, but still cannot keep up.
Mr. Dung said that if the situation remains tense, the school will propose to the leaders of the Ho Chi Minh City Department of Transportation to increase staff to expand infrastructure to serve people's needs.
