Effective implementation of policies
Having been disabled in both legs since childhood, but thanks to a monthly subsidy policy of more than 1 million VND and the encouragement of the community, Nguyen Xuan Huy (Dien Dien commune) has overcome adversity, proving that he is "disabled but not useless". After learning, we learned that because of his disability, Huy lived alone, not communicating with friends of the same age. After many years of receiving treatment from relatives, groups, and organizations, Huy gradually recovered mentally. In addition, with the support of the locality to learn a trade, he opened a wood carving facility at home. Huy shared: "Thanks to the timely support of the locality, groups, and community, I soon stabilized my mentality and confidently integrated into the community. Wood carving also helps me have the conditions to take care of my family life."
Mr. Huy is just one of more than 24,960 people with severe and extremely severe disabilities who have received intervention and are receiving monthly social benefits in the community. In order not to miss any subjects, localities regularly review, prepare records and submit them to the review board, ensuring compliance with regulations. In addition, social protection centers, rehabilitation centers and hospitals have coordinated to implement activities to receive, care for, nurture and rehabilitate people with mental illness, autism and mental disorders. For example, at the Provincial Social Protection and Social Work Center, from 2021 to present, more than 540 subjects have been received and nurtured. The Provincial Social Protection, Care and Rehabilitation Center for People with Mental Illness and Mental Disorders provides therapy, health care, psychological counseling and physical rehabilitation for 149 subjects. The Provincial Center for Rehabilitation and Education for Children with Disabilities also provides health care, treatment, rehabilitation, literacy, and vocational training to more than 7,000 children with disabilities. Along with that, medical facilities have successfully implemented screening and early intervention activities for thousands of autistic children and people with mental disorders.
Inclusive and specialized education activities for students with disabilities are actively implemented by educational institutions; 100% of school-age children with disabilities have management records, are exempted from tuition fees, receive scholarships and access to learning support services. School psychological counseling programs, life skills, and early intervention for children with autism and mental disorders are widely implemented. Career guidance, occupational therapy and livelihood support activities are effectively integrated through vocational training and cooperation with businesses. From 2021 to present, the whole province has supported vocational training for 175 workers with disabilities. After vocational training, many people with disabilities are recruited to work at businesses and hotels in the area. The culture, sports and tourism sector has organized entertainment, art and sports activities specifically for children with disabilities, helping them develop comprehensively physically and mentally. In addition, communication activities on mental health are also focused on, helping to raise public awareness, reduce stigma and support patients to integrate early.
Synchronously deploy multiple solutions
Mr. Trinh Ngoc Hiep - Deputy Director of the Department of Health said, promoting the achieved results, in the coming time, the whole province will continue to effectively implement the social assistance and rehabilitation program for mentally ill people, autistic children and people with mental disorders based on the community in the period of 2026 - 2030. In the immediate future, review all activities to have directions for adjustment and propose solutions suitable to the practical situation. Mobilize the participation of society, especially families and communities, increase material and spiritual support, care and rehabilitation for mentally ill people, autistic children and people with mental disorders to integrate into the community and stabilize their lives. Focus on screening, detecting and supporting intervention, prevention of mentally ill people, especially autistic children with severe mental disorders, contributing to ensuring social security and improving the quality of social assistance services for mentally ill people and people with mental disorders.

Along with that, build a suitable legal corridor and policies, strengthen the role of socio-political organizations, communities and people in assistance activities. Pay attention to developing a network of therapy and rehabilitation services in the community; support education through policies to attract specialized teachers, provide professional training and implement inclusive education and distance education suitable to individual needs. Promote occupational therapy, career guidance, livelihood models and cultural and sports activities, helping people with mental illness and autistic children recover social skills. Pay attention to investing in facilities, upgrading social protection centers, education and rehabilitation centers across the province to meet service standards. Improve professional capacity for civil servants, public employees, collaborators and families of subjects through training courses, training in care and rehabilitation skills.
In addition, communication work will be promoted to raise public awareness, reduce stigma, and enhance understanding of laws and policies for people with mental disabilities. The construction of a data management system from the province to the grassroots level, serving the monitoring and evaluation of program effectiveness and international cooperation coordination, also needs to be focused on mobilizing more resources from foreign non-governmental organizations to improve the effectiveness of social assistance for vulnerable groups with the motto "leaving no one behind".
