The project to amend and supplement the Land Law has not been included in the agenda of the 10th session.

The draft law amending and supplementing a number of articles of the Land Law has not yet been included in the agenda of the 10th session of the National Assembly. Instead, the Government proposed that the National Assembly consider and pass a resolution on this issue.

According to the report just presented by Permanent Deputy Head of the National Assembly Office Le Quang Manh at the end of the afternoon session of the National Assembly Standing Committee (NASC) on October 14, at the 10th session, the National Assembly will consider and decide on 66 contents and groups of contents (50 laws, 3 resolutions on legislative work; 13 groups of contents on socio -economics, state budget, supervision and decision on other important issues of the country); at the same time, there are 13 groups of contents that agencies will send reports to NA deputies to study, as a basis for exercising the right to supervise and consider the contents according to regulations.

Notably, the draft Law amending and supplementing a number of articles of the Land Law has not yet been included in the scheduled agenda. Permanent Deputy Head of the National Assembly Office Le Quang Manh said that according to Resolution No. 98/2025/UBTVQH15 of the National Assembly Standing Committee adjusting the legislative program for 2025, the draft Law amending and supplementing a number of articles of the Land Law will be submitted to the National Assembly for comments and approval at the 10th session according to the shortened procedures.

However, through information exchange and coordination, the Office of the National Assembly learned that on September 22, 2025, the Government Office issued Document No. 8991/VPCP-NN notifying the Prime Minister's direction requesting the Ministry of Agriculture and Rural Development to draft a Resolution of the National Assembly to ensure three goals and resolve difficulties in organizing the implementation of the Land Law. At the same time, the competent authority gave direction in Document No. 18091-CV/VPTW dated October 4, 2025 of the Central Office.

Based on the actual preparation situation and the opinions of competent authorities, under the condition that the legislative program has supplemented the above Law project, the Office of the National Assembly proposes to initially show the name of the above content in the expected content and program of the session as follows: the Law project amending and supplementing a number of articles of the Land Law (or the Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law (applicable during the period when the Land Law has not been amended - if necessary).

Another point worth noting is that this session is not expected to conduct questions and answers. Instead, the National Assembly will review and discuss in the hall a summary report on the implementation of the National Assembly's resolutions on thematic supervision and questions.

Mr. Le Quang Manh also said that although the number of contents presented at the session increased compared to the plan when the session was convened, the Standing Committee of the National Assembly allowed the arrangement of general discussions on projects and contents in the same field; minimized the time for presenting reports and proposals, and at the same time, the expected agenda of the session when convened was arranged in a way that there was room to add some additional contents.

Therefore, up to now, the total working time of the National Assembly is expected to be 41 days. Of which, only one working day will be arranged on Saturday of the first week (October 25); the remaining Saturdays and Sundays will be used for agencies to receive and revise draft laws and resolutions; the Standing Committee of the National Assembly will hold meetings to review, comment on, and decide on contents within its authority.

The session opened on the morning of October 20, 2025, and is expected to close on December 12, 2025; the National Assembly met continuously to focus on completing all the proposed content and program.
